The District of Columbia National Guard conducted market research of 25 locations, determining that only Audi Field and Nationals Park met requirements due to their proximity (within 3 miles) to the Joint Operations Area (JOA). Other venues like Capital One Arena, Northwest Stadium, and the Entertainment and Sports Arena were deemed unsuitable due to scheduling conflicts or prior bookings. The justification cites FAR 13.501(a) for sole source authority, as only two private companies can provide the necessary spaces and bed-down services within close proximity to the JOA. This is a new firm-fixed-price contract using O&M Army funds. The contract requires a small business subcontracting plan as it exceeds $750,000. The previous related contract W912R121C0002 was awarded on January 13, 2021 as unrestricted competition.
