b. Description of Requirement

The District of Columbia National Guard (DC NG) must provide bed-down services including venues, meals, vehicle staging, security and assembly areas for 8,000 to 18,100 personnel from 15-23 January 2025. Audi Field has the capability to service (615) service members.

c. Demonstrate, in Detail, Why This Specific Item or Service, is the Only One That Meets Your Requirements

To identify facilities that could provide the necessary bed-down space and life support capabilities for approximately 8,000 personnel to support the Presidential Inauguration (PI60) mission requirements, the DC NG has carried out extensive market research and conducted on-site inspections of more than (25) locations within the Joint Operations Area (JOA). The results of market research revealed that Audi Field and Nationals Park were determined only viable commercial options due to their proximity to the JOA and venue availability during the PI60 time frame. All venues outside the District do not meet the 30-minute response requirement due to traffic and other planning factors. Both Audi Field and Nationals Park are approximately less than 3 miles from the JOA perimeter, ensuring rapid response capabilities.

Several other facilities in the National Capital Region were considered but ultimately deemed unsuitable for various reasons. The Capital One Arena was already committed to other federal events and sports games, while the Washington Convention Center had prior bookings, including inaugural balls and the DC Car Show from January 12-19, 2025. Northwest Stadium and the Entertainment and Sports Arena were initially considered as potential venues, as they met the necessary capacity and staging requirements. However, they ultimately became unavailable due to scheduling conflicts during the required period of January 15-23, 2025. Specifically, Northwest Stadium was committed to hosting potential playoff games for the Washington Commanders, given their winning streak. Meanwhile, the Entertainment and Sports Arena had prior bookings for January 17-18, 2025, which conflicted with the event schedule. District schools were not an option as the Mayor's office did not plan to close them during the desired time frame. Additionally, commercial hotels were not feasible due to financial constraints, which made it difficult to secure a limited number of venues for logistical and security purposes.

In addition to Audi Field and Nationals Park, the government intends to establish support agreements with the General Service Administration (GSA) for three GSA buildings to meet the entire sustainment needs. These agreements will provide additional bed-down space and life support capabilities, ensuring that the PI60 mission requirements are met.

The utilization of Audi Field and Nationals Park as the primary venues for the PI60 mission would greatly alleviate potential logistical challenges on main and alternate supply routes, as they can accommodate in-house subsistence requirements. This mitigates a significant risk to the successful execution of the mission and sustainment efforts. These venues provide ample space for staging areas, which will be used for shower trailers, portable toilets, and other hygiene services. The close proximity of these venues to the JOA perimeter also ensures rapid response capabilities, which is critical for the successful execution of the mission.

Audi Field and Nationals Park have available bed-down space to support the PI60 mission requirements, given external competition for housing during PI60 and other federal agency RFAs for support. Both facilities are approximately less than 3 miles from the JOA perimeter, ensuring rapid response capabilities. Both facilities can provide the necessary life support capabilities for Task Force (TF) Reserve elements, including Command and Control (C2) nodes, within the JOA and reach back to the DC Armory and other Base Support Installations (BSIs).
