About this file

This is a Single Source Justification document for a simplified acquisition under the Simplified Acquisition Threshold ($250K) from the Department of Veterans Affairs VISN 1 Knowledge Information Service. The justification is for a VISN-wide license subscription to MedBridge, a brand name platform that provides continuing education, live webinars, certification preparation, compliance, and patient education for physical therapists, occupational therapists, and speech/language therapists across the VISN1 Network.

The document justifies the single source award by citing MedBridge's unique characteristics including proprietary content and clinical rehabilitation exercise animations, certified education units, certification preparation modules, and patient engagement content with customizable video instruction via mobile app. Market research assessed six resources, with EBSCO's Rehabilitation Reference Center being the closest competitor, but MedBridge was deemed superior by VISN 1's focus group of therapists and librarians. The justification is approved by Contracting Officer Tyler Kenyon with an effective date of 11/15/2024.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

VISN 1 Knowledge Information Services requires a VISN-wide license for a subscription to MedBridge. This is a brand name requirement. The MedBridge platform provides continuing education, live webinars, certification preparation, compliance, and patient education for use by physical therapists, occupational therapists, and speech/language therapists to directly support patient care in the rehabilitation realm across the VISN1 Network.

Estimated amount

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The MedBridge platform is unique due to: proprietary content and presentation of clinical and rehabilitation exercise animations; the certified education unit and certification preparation modules; and the patient engagement content, particularly the ability to provide patients with exercise video instruction via a mobile device app and to customize the video instruction to individual Veteran patient issues. No other platform the Knowledge Information Service librarians assessed contained the same wide range of material as MedBridge. The Medbridge platform is extremely popular in the PT, OT, SLP professions as proven by the very high access and usage statistics month to month.

4. Description of market research conducted and results or statement why it was not conducted:

The Knowledge Information Service staff assessed the use of MedBridge and conducted a nominal search to follow up on any leads for similar platforms. Of the six resources assessed, requirements with therapist education with CEs, patient education, and an exercise library.

The therapists, speech language pathologists and hospital librarians was that MedBridge product is the superior platform.
