About this file
This document is a Single Source Justification for a simplified acquisition to procure a J-85 Engine Cut-Away from Aerospace Technology Group, the sole authorized government reseller. The J-85 Engine Cut-Away is required by the Department of the Air Force, 502nd Contracting Squadron to provide training and visual representation of the J-85 engine's inner workings for students in T-1/T-6/T-38 courses. Market research confirmed Aerospace Technology Group as the only vendor able to provide the required J-85 Engine Cut-Away. The estimated contract cost is for one J-85 Engine Cut-Away, with a 115-day delivery timeline. The justification cites the need for the cut-away model to meet maintenance training requirements and course objectives, and the lack of alternatives to the sole source vendor. The document also references an associated federal contract opportunity, Solicitation Number FA301624Q5238, for the J-85 Engine Cut-Away.

The Air Force requires Aerospace Technology Group, the sole source vendor to provide a J-85 Engine Cut-Away.
Our MTC Engine, Fuels, and APG instructors that teach T-1/T-6/T-38 courses require the J-85 Engine Cut-Away to conduct and provide the training in accordance with Air Force maintenance technical orders, certain maintenance, inspection requirements, and even course objectives. This Engine Cut-Away is required for the MTC so that students may be taught how a J-85 engine operates, along with providing them a visual demonstration on how the many parts associated with the engine makes it function correctly and efficiently. The limiting factors for not having this Engine Cut-Away within the MTC, could cause students to students to not get trained correctly and efficiently; resulting in poor aircraft maintenance practices, which could result in damage to equipment and/or cause bodily injury.
The various courses will not have a good visual representation of how the J85 engine operates. By not having an engine that is cut-away could hamper the accomplishment of numerous required maintenance tasks/inspections that can otherwise provide the best visual representation for all students.
In addition, various Engine, Fuels, and APG course capabilities along with course objectives will not be met.
Thus, possibly extending the course or even canceling a course due to not having the engine cut-away to be able to locate, identify, inspect, and complete maintenance tasks/inspections and/or course objective(s).
Market research was conducted utilizing GSA Advantage! and commercial databases in order to locate J-85 Engine Cut-Aways. While the J-85 Engine was determined to be commercially available throughout the commercial marketplace, no other vendors other than Aerospace Technology Group that was able to provide the

J-85 Engine Cut-Away. Due to the reasons annotated within this Sole Source Justification, the government is unable to deviate from the sole source requirement.
The 19th Air Force will continue to evaluate the product(s) capabilities of other vendors and manufacturers through continuing market research to determine if there are other providers or resellers with that are capable of providing J-85 Cut-Away engines.
However, until another vendor is found that is capable of providing the J-85 Cut-Away Engine, the Cut-Away J-85 Engine will have to be procured through Aerospace Technology Group, since they are the only vendor able to provide the J-85 Cut-Away Engine.
