About this file
This document is a Single Source Justification (SSJ) for a simplified acquisition procedure (SAP) under the simplified acquisition threshold (SAT) for the procurement of a Cardiovascular Angiography Analysis System (CAAS) workstation.
The VA is intending to award a sole source delivery order to Esaote North America, Inc. for a base plus 3 one-year option period contract. The CAAS workstation includes virtual Fractional Flow Reserve (vFFR) and Quantitative Coronary Analysis (QCA) diagnostic tools used to assess the severity of coronary artery disease. The NAICS code is 541380 and the FSC is AN21. The VA conducted market research and found that the competing Medis QFR product is less accurate and not approved for the VA's technical reference model. The Contracting Officer has certified the sole source justification.
The VA has issued a notice of intent to award this sole source contract under FAR 13.106-1(b). Any interested responsible, certified, and capable vendors must submit a capabilities statement by 10:00 AM EST on July 9, 2024. The place of performance is in Birmingham, AL.

VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Single Source Justification for SAP under the SAT
Acq Plan: 36C247-24-AP-4521
Last Updated: 02/01/22 Page 2 of 2 model. Since the purpose of our study is for research (as opposed to clinical use), we favor a more detailed and accurate analysis.
4. Description of market research conducted and results or statement why it was not conducted:
Our market research discovered that a competing company (Medis Medical Imaging System Inc.)
offers similar technology for the clinical assessment of coronary artery stenosis. This technology is names Medis QFR. Medis QFR is estimated to cose annually. Importantly, Medis QFR is not approved in the VA Technical Reference Model (VA TRM) v 24.4. Furthermore, Medis QFR is less accurate than CAAS vFFR (see unique characteristics above). Since the purpose of our study is for research (as opposed to clinical use), we favor a more detailed and accurate analysis.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
Aunjelaca Miller Contracting Officer
