The sole source contractor shall provide all travel, materials, parts, tools, equipment, personnel, training, and labor necessary to perform on site Tear-down/Evaluation (T&E) and repair services of the Leviton branded GreenMax lighting system in building 140 for the 402d Maintenance Group (MXSG) at Robins Air Force Base, Georgia. Lighting in the facility is not all operable and may lead to serious mission impact if the issues continue or deteriorate.

See attached Performance Work Statement (PWS) for more details.

Background Data: There has been no previous repair service completed. The Leviton Greenmax lighting system was purchased on contract FA8501-13-F-A025. Metropower Inc. was the subcontractor that installed the Leviton Greenmax lighting system.

This is a high priority sole source commercial requirement for establishing a one-time on site Tear-down/Evaluation (T&E) and repair service of the Leviton branded GreenMax lighting system in building 140 for the 402d Maintenance Group (MXSG) at Robins Air Force Base, Georgia.

Due to the circumstances described herein, the activity requests authority to acquire the Leviton Lighting Repair using Other Than Full and Open Competition (OTF&OC) prescribed by FAR 13.106-1(b)(1).

Lighting in the facility is not all operable and may lead to serious mission impact if the issues continue or deteriorate.

Loss of lighting while operating machinery would create a hazardous situation for shop personnel. Sufficient lighting levels are required to perform the mission safely. Failure to provide the lighting could lead to injury or a decrease in production capabilities in the facility. Lighting outage has potential for work stoppages because processes in the building have requirements for light levels, and an outage could lead to a hazardous work center environment. This requirement cannot be completed organically because there is no one in the organization that can perform the required Tear-down/Evaluation (T&E) and repair services.

The contractor, Metropower Inc., is the only company that can satisfy the requirement and is the OEM's authorized reseller, distributor, and partner (see OEM email). Metropower Inc. installed the Leviton Greenmax lighting system, has familiarity with the building, and has experience with the details related to executing a lighting project in building 140.

Choosing another product or vendor would cause irreparable harm to the programs already under way in terms of compatibility issues and the delays and costs associated with a major lighting system redesign. There would be substantial duplication of cost and unacceptable delays if another source were qualified. Changing brands would require over $500,000 in additional costs for re-engineering, reprogramming, and training of other brands and one to

Market Research was performed by utilizing the Dynamic Small Business Search (DSBS) database using North American Industry Classification System (NAICS) code 238210 -Electrical Contractors and Other Wiring Installation Contractors with the keywords "Leviton lighting", “Leviton repair”, “Leviton system repair”, and “Greenmax lighting repair” using display options 8(a), HUB Zone, Service Disabled Veteran Owned Business, and Women-Owned Small Businesses looking for companies that could provide the Leviton lighting repair. This resulted in zero potential sources (see 4 separate DSBS queries attached).

Also, Google and Thomas Register searches were done for “repair of Leviton Greenmax lighting systems” and yielded no results. Mandatory sources such as Ability One were also considered, but none are available that can perform the required service.

Recommend this acquisition be solicited sole source to Metropower Inc. They are the OEM's authorized reseller, distributor, and partner (see OEM email) for the Leviton lighting repair and have the expertise necessary to perform the required service.

Primary NAICS: 238210 Electrical Contractors and Other Wiring Installation Contractors

In an effort to remove or overcome such a barrier to competition in the future, the market will be scanned frequently for new companies that could satisfy the government's requirements. Where possible, the government will prepare future requirement descriptions suitable for full and open competition.
