About this file
This document is a Single Source Justification for an emergency mortuary services contract awarded by the 21st Contracting Squadron. Due to the urgent need to provide mortuary services for a fallen Air Force reservist located far from the installation, the contract was directly awarded to Horan and McConaty Funeral Home in Centennial, Colorado without competition, pursuant to FAR 13.106-1(b)(1) and FAR 6.302-2. The justification notes that under normal circumstances, these requirements would be fulfilled under the current mortuary services blanket purchase agreement, but the unique circumstances of this case, including the location of the incident, prevented expedited competitive procurement. The Contracting Officer determined that only a single source was reasonably available to provide the required emergency mortuary services. The final awarded contract, FA251723P0067, was issued to PLC - CO HOLDINGS, LLC for $5,742 on April 17, 2024.

Section E: Steps to Preclude Future Single Source or Brand Name Awards
Requirements of this nature inherently will always be urgent, but the circumstances surrounding this requirement were truly unique. Both the AFMAO and local 21 FSS Mortuary Office could not have expedited this requirement to our office for contract action any faster than they did. Under normal circumstances, requirements like this can be fulfilled under the current mortuary services blanket purchase agreement.
Executing this requirement competitively was not possible due to the additional complications encountered as a result of an Air Force reservist on active orders whom required emergency mortuary services so far from the installation. As a result of the lessons learned from this acquisition, the 21st FSS Mortuary Affairs Office will coordinate with the member's unit to help AFMAO process the death of Air National Guardsmen and Air Force Reservists more efficiently in the future. These lessons learned will also be passed along to the other Air Force mortuary affairs offices throughout the front range.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
