About this file

This document is a Sole Source Justification (SSJ) for a federal contract opportunity from the Federal Highway Administration (FHWA) seeking consulting services in the field of Decision Making Under Deep Uncertainty (DMDU).

The FHWA intends to sole source this requirement to the RAND Corporation, which has extensive expertise and experience in DMDU and working with Metropolitan Planning Organizations (MPOs) to apply these techniques. The requirement is to provide technical assistance to FHWA and its partners/stakeholders to enhance current transportation planning and programming by integrating DMDU methods. The goal is to enable transportation planning agencies to better navigate deep uncertainties and achieve community values and visions. This SSJ cites the simplified acquisition authority under FAR 13.106-1(b) to justify the sole source to RAND Corporation as the only reasonably available source. The related federal contract opportunity, Solicitation Number 693JJ3-24-SN-0009, is for this DMDU consulting services requirement.

SOLE SOURCE JUSTIFICATION

For purchases made under FAR Part 13, Simplified Acquisition Procedures (Under $250,000)

Name and Location of the organization making the purchase:

Office of Acquisition and Grants Management Federal Highway Administration 1200 New Jersey Avenue, SE Washington, DC 20590

Describe supplies and/or services being procured:

US DOT is seeking consulting services in the field of Decision Making Under Deep Uncertainty (DMDU) in order to increase the knowledge of the Federal Highway Administration, and its Metropolitan Planning Organization (MPO) partners in this area of expertise, and how it might be applied to transportation operation, programming and planning.

DMDU is a technique for making decisions. DMDU draws from scenario analysis the concept of a multiplicity of plausible futures as a means to characterize and communicate deep uncertainty (Lempert et al. 2003). New technologies in transportation, such as connected and automated vehicles, are increasing the uncertainties in transportation planning. FHWA seeks to use DMDU to improve the ability of regional planning agencies such as MPOs to navigate deep uncertainties with DMDU to support a financially and environmentally sustainable future.

Rationale supporting the sole source acquisition (Authority under FAR 13.106-1(b))

“(b) Soliciting from a single source:
