Single Source Justification (Simplified Acquisition)

FOR OFFICIAL USE ONLY

March 2018 FOR OFFICIAL USE ONLY Page 1 of 2

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: OL:H/PZIMB

Project/Program Name: VXIpc-872B Pentium Controller

Purchase Request/Identification Number:

Estimated Contract Cost (including Options):

Section B: Description of the Supplies/Services Required

The contractor shall provide one (1) National Instruments VXIpc-872B Pentium VXI Controller. This controller shall meet the following product specifications: Hard Drive Size Range: 2 GB - 20 GB, Memory Size Range: 16 MB - 384 MB, Processor Speed:1.266 GHz, Open PCI Slot, PS/2 Keyboard and Mouse, PCI slot, Serial, PCMCIA, USB, Ethernet, Monitor, SCSI, GPIB, Parallel and Speaker Interfaces.

Section C: Justification for Soliciting from a Single Source or Brand Name

The GMTS test stand is controlled by the VXIpc-872B Pentium VXI Controller and the TO, Tech Order 33D9-54-105-2, states that this specific controller needs to be in the stand. Artisan Technology Group is the only vendor that still has this specific controller on hand and has proprietary rights. The current controller configuration is considered obsolete and not available to purchase new by both the Original Equipment Manufacturer (National Instruments), and is not available from the Manufacturer of the test stands (WesTest) that these controllers support.

Section D: Efforts to Obtain Competition

Government Engineers contacted known previous sources of this item. Those companies were WesTest, who is the software manufacturer that recommended contacting National Instruments, and Artisan Technology Group. Additional Internet searches conducted resulted in no other vendors capable to provide this commercial item. Market research identified only one vendor (Artisan Technology Group) that has a used controller that the Government is allowed to purchase.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

A future upgrade to all (9) stands that this Controller supports is slated for FY23 as a CIP project but the 309th MXSS needs to be able to keep these stands operational until that time. There will be multiple commercial vendors that can provide this type of item. New Technical Orders will have to accommodate the change over to the new system.
