Section B: Description of the Supplies/Services Required
Purchase of a 28' fully enclosed mass decontamination trailer from Advanced Containment Systems, Inc. (ACSI) to be used by Malmstrom AFB, MT fire department for safe and efficient hazardous material responses for base operations. Included in this purchase is an exterior shower boom package, extendable light poles, LED scene lights, extra exterior door, electric tongue jack and a winterization package.
This trailer matches existing fire department equipment purchased through ASCI.
Section C: Justification for Soliciting from a Single Source or Brand Name
10 U.S.C. 2304(c)(1), the property or services needed by the agency are available from only one responsible source or from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency, as implemented by FAR 6.302-1(a)(2), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, required by FAR 6.303-2(b)(4).
(2) When the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.
(b) Application. This authority shall be used, if appropriate, in preference to the authority in 6.302-7; it shall not be used when any of the other circumstances is applicable. Use of this authority may be appropriate in the following situation:
(1) When there is a reasonable basis to conclude that the agency's minimum needs can only be satisfied by--
(ii) For DoD, NASA, and the Coast Guard, unique supplies or services available from only one or a limited number of sources or from only one or a limited number of suppliers with unique capabilities.
Section D: Efforts to Obtain Competition
Market research yielded no other company could provide a comparable item that's also compatible with Malmstrom's existing fire department equipment. Until such time that Malmstrom AFB completes a mass replacement of existing equipment under competitive procedures, Malmstrom must match existing equipment to maintain training/mobilization efficiency.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
There is no current expectation that market conditions/availability may change precluding future sole source awards for this type of equipment. Until such time market conditions change, competition under competitive procedures for comparable items will not be sought by Malmstrom AFB.
