SOLE SOURCE JUSTIFICATION FOR SIMPLIFIED ACQUISITIONS

1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED VALUE, AND DELIVERY REQUIREMENTS

The Naval Surface Warfare Center, Carderock Division (NSWCCD), West Bethesda, MD, seeks to procure services for the on- site assembly of a government-owned rapid deployable system enclosure measuring 40 foot by 60 foot.

Manufacturer:

Rapid Deployable System, Inc. 1005 Bankton Circle Hanahan, SC 29410

2. SUPPORTING DOCUMENTATION FOR SOLE SOURCE BASED ON CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION

The NSWCCD Carderock, West Bethesda, MD, is involved with or performs research that evaluates corrosion control technology and coating performance and atmospheric corrosion evaluation.

In order to support the research/project/task, NSWCCD Carderock needs to assembly an enclosure that measures 40 foot by 60 feet and is characterized by particular features (i.e., rapidly deployable). A rapidly deployable system for the enclosure was purchased through previous NSWCCD contract from vendor Rapid Deployable Systems, Inc. (RDS). This enclosure system now needs to be deployed and assembled by 31 Dec 2021 as it is vital for CPAC funded work.

Reference market research, para. 3, below, and in accordance with FAR 13.106-1(b)(1)(i), it has been determined that the circumstances of this contract action deem only one source reasonably available.

3. MARKET SURVEY

NSWCCD Carderock has performed a market survey for the assembly of the RDS system. Because of the patented nature and special tools and specific instructions designed specifically for assembly of the RDS enclosure, RDS, Inc. is the only option for the source of the acquisition. Informal discussions with current government support and contracted labor, and it was decided that the cost of labor and the proprietary nature of the technology, that RDS was the most cost effective vendor.
