About this file

This is a Justification for Sole Source Procurement document (Purchase Request/Document Number 1301348927) submitted by NAVSUP Fleet Logistics Center, Norfolk Contracting Department for a service requirement under simplified procedures with a micropurchase threshold to SAT authority.

The Navy is soliciting sponsorship services for the CMA (Country Music Association) Fest for the period of June 4, 2026 through August 31, 2026, with no options included. The procurement is restricted to Country Music Association Inc. (CAGE: 4EQK9) as the sole source. The required services include a 20' x 20' indoor Fan Fair X activation space with Navy responsibility for activation build and execution costs. Included benefits encompass CMA Fest intellectual property rights for commercial and promotional use, hyperlinked logo placement on the CMA Fest website and mobile app, inclusion on the Activities page and in festival press releases, on-site sponsor signage, and access to select CMA Fest partner engagement opportunities at no additional cost. Hospitality assets include a $5,000 annual ticket credit ("Ticket Bank") for purchasing CMA Fest event tickets at face value for consumer promotions, employee incentives, or business hosting; ticket usage is subject to CMA approval and event policies. The justification asserts that CMA Fest, drawing over 90,000 daily attendees across 50 states and multiple countries, is the largest country music festival in the United States and the only entity capable of providing the Navy's required high-impact, mass-reach recruiting platform targeting mainstream American audiences with strong representation from key Navy recruiting regions in the South and Midwest. The document certifies that no substitutes or competing sources exist to satisfy the specified requirements and that the sole source determination is reasonable and applicable to the contract action.

Source Selection Information – See FAR 2.101 and 3.104

Describe in detail why only this source(s) can furnish the requirements to the exclusion of other sources.

CMA Fest is the largest country music festival in the United States, drawing over 90,000 attendees daily and transforming downtown Nashville into a four-day, multivenue entertainment platform. The event combines live performances, fan engagement experiences, brand activations, and national media coverage within both controlled indoor environments and high-traffic outdoor public spaces. The audience is a broad cross-section of mainstream America, with a strong patriotic sentiment and a significant presence from the South and Midwest, which are key recruiting regions for the Navy. CMA Fest provides a scalable platform for recruiting engagement, brand storytelling, and national exposure within a premier cultural tentpole environment.

The Navy requires a high-impact, mass-reach platform to engage with a broad, mainstream American audience in a concentrated, high-traffic environment. To achieve this objective, the required services must include a physical activation footprint suitable for deploying a large-scale, immersive recruiting experience. This platform must also provide direct, face-to-face access to a daily audience of tens of thousands of individuals within key recruiting demographics, while granting official branding rights and association with a premier, nationally recognized cultural event. Market research confirms that while other music festivals and large-scale public events exist, none can satisfy the specific requirement of participating in the CMA Fest. For instance, other major music festivals like Lollapalooza or Stagecoach are separate, distinct events owned by other entities, targeting different audiences and lacking the ability to grant access to the unique CMA Fest brand or its proprietary "Fan Fair X" exhibit hall.

Additional market research conducted by the contracting office that Country Music Association Inc (CAGE: 4EQK9) is the sole organization that manages the event, which includes access, location and partnerships / sponsorship. Furthermore, previous purchase order (N0018924PZ287) was awarded to the mentioned business for the same market research result above. There are no other known resellers or hosts that can provide U.S. Navy access to the event.

The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.

This justification for sole source is for a service requirement; therefore, this is not applicable.
