Section B: Description of the Supplies/Services Required

The 96th Medical Group (96 MDG) has a current need for a sterilization record keeping system. In an effort to interface with current equipment utilized at the facility, the 96 MDG sought for a database that integrates and file share with Steris, Belimed, Getinge, and Sterrad. The SUT301 Subscription service offered by Censis has the ability to interface with the current systems as well as provide annual training to new members within the 96 MDG for a smooth transition. The services required will include a base year of the SUT301 subscription plus four Option Years (OYs) of the SUT301 Subscription and Service+.

Section C: Justification for Soliciting from a Single Source or Brand Name

All Versions of CensiTrac, including but not limited to InstrumenTrac, TrayTrac, ScopeTrac, MobileTrac, SterilTrac, CensiCount, CensiMark, LoanerLink, OR Scheduler, and Service+ are engineered, programmed, and the sole property of Censis Technologies, Inc. Censis Technologies, Inc. is the sole provider of CensiTrac for the North American market. InstrumenTrac is a comprehensive Surgical instrument tracking software that tracks surgical and endoscopic instrumentation through the entire reprocessing, issue, and procedural use process. InstrumenTrac integrates with a variety of reprocessing machines and procedural scheduling systems.

CensiTrac can interface with 3M to capture and record biological indicator results and also has the ability to interface with OneSource, an electronic database that contains a complete source of compliant manufacturers' documents. CensiTrac is the only instrument tracking system that has been granted Department of Defense Information Assurance Certification and Accreditation Process (DIACAP) certification and CON (Certificate of Networthiness). CensiTrac is the only instrument tracking software to have a tested and proven integration with Real Time Location System (RTLS)/Radio Frequency Identification (RFID) software. CensiTrac can also interface with the OR scheduling component of the Cerner Electronic Medical Record (EHR) system.

CensiTrac is currently installed in 21 DoD/DHA facilities and is being installed across Army MEDCOM hospitals and Regional Medical Centers and is known as the standard platform for instrument tracking across DHA. We currently have all applicable equipment for the CensiTrac system and only require the subscription renewal and annual training.

Section D: Efforts to Obtain Competition

Significant industry research was conducted to identify other companies that manufacture and provide similar services. Censis Technologies, Inc. was contacted by the 96 MDG in regards to resellers of their products.

On 12 March 2021, Censis Technologies, Inc. confirmed they are the sole distributor and trainer of their products. A notice of contract action was posted for seven days through the Government Point of Entry, beta.sam.gov, of the Government's intent to go sole source through Censis Technologies, Inc. for the SUT301 Subscription and Service+. No responses were received of other companies that could provide a similar service. Based on the market research conducted, SUT301 Subscription and Service+ is solely manufactured and sourced through Censis Technologies, Inc.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The 96 MDG will continue to monitor the market for products that offer similar technology as provided by Censis Technologies, Inc. If a requirement for additional services are identified, updated market research and an extensive search will be conducted for similar services on the market that meet the Government's need.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
