I. Contracting Activity.

United States Air Force 319th Contracting Squadron 295 Steen Blvd, Bldg 242 Grand Forks Air Force Base (GFAFB), ND 58205-6222

Requiring Agency: 319th Force Support Squadron Purchase Request Number: F2A3FA5091A001

II. Nature and/or description of the action being processed.

This requirement is for the removal and disposal of 17 existing QubicaAMF (QAMF) pinsetters at Grand Forks Dakota Lanes Bowling Alley that will be replaced with 16 QAMF Edge String Pinspotters and accouterments. These new pinspotters will then be calibrated and training for maintenance and use of the equipment will be provided. This will be a new contract with the intention of awarding via Sole Source to QubicaAMF Worldwide, LLC as it is the only company capable of providing equipment that is capable of interfacing with preexisting equipment at Dakota Lanes due to its proprietary nature (Attachment 1 - QAMF Proprietary Information.

III. Description of supplies/services required to meet agency needs.

Disassemble, disconnect, disengage all electrical and mechanical devices and connection points from pinsetters on lanes #7-23.

a. Remove existing pinsetters from lanes #7-23 and dispose of into contractor provided dumpsters and/or by removing pinsetters from Grand Forks AFB by other means.

b. All materials/debris/trash must be removed and properly disposed of by the contractor.

New work/Installation--Install and configure new (QAMF) Edge String Pinspotters (16ea) on lanes 7-22.

a. Assemble, connect, and attached all electrical and mechanical devices and anchor points and for new (QAMF) Edge String Pinspotters on lanes 7-22.

b. Install, adjust, test & configure new String Pinspotters on lanes.

c. Train Bowling Center staff on Edge String Pinspotters operations.

IV. Statutory authority permitting other than full and open competition.

AFFARS 5313.501 - 10 U.S.C. 3572, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901)

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

1. The Dakota Lanes Bowling Center (all lanes) is currently configured with 100% QAMF installed proprietary equipment.

a. HyperBowling system is installed on eight (8) lanes, #17-24. Hyperbowl relies exclusively on proprietary Center Punch Pin Deck Lighting system to ensure proper functionality. Without Center Punch Light Pin Deck lighting, the government would lose HyperBowl capabilities.

b. The QAMF Bowling Management System (AKA--Conqueror Program) is also supported by AFSVC. BMS/Conqueror is the heartbeat (or ecosystem) that controls the front office, back office, Point of Sales (POS), Bowling Entertainment Scoring System (BES), and Trouble Call System (TCS). The QAMF Edge Sting Pinspotter is the only pinspotter that can seamlessly interface with BES.

2. The Dakota Lanes Bowling Center is currently configured with the correct electrical power requirements to support QAMF Edge String Pinspotters power consumption--1200W, 208-240 VAC, and single phase 50/60hz. Any other known brands (Brunswick Bowling) would require additional modification to the building to support their Pinspotter.

3. The QAMF Edge String Pinspotters string length is adjustable and controlled with the touch of a button at the front desk terminal using the existing QAMF Conqueror system.

4. QubicaAMF certifies its installers annually and they only authorize these certified technicians to install their products. Any other means would void the warranty. The installation of another vendor's pinspotters would require the center to purchase an interface to connect the pinspotter to the BES scoring. This interface would need to be purchased from QubicaAMF and installed by QubicaAMF certified installers.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

The Contract Specialist posted a Sources Sought on System for Award Management (SAM) from 18 April through 23 April 2025. Only one response was received and it was from QubicaAMF Worldwide, LLC. In addition to the Sources Sought, an "Intent to Sole Source" was posted from 25 Apr 25 to 02 May 2025 which yielded no response from any other interested vendors.

Furthermore, the Bowling Center Manager also reached out to Brunswick Bowling to request quotes and equipment specifications as part of their Market Research.

Upon review of the information provided by Brunswick Bowling, it was discovered that their Boost ST pinspotters would require additional power (3 phase circuits and panels), which is not available in the facility without modifications. Furthermore, it was discovered that they would need to work with QubicaAMF to ensure that their program interfaces with the existing QAMF system.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The anticipated price of this acquisition will be evaluated for determination of fair and reasonableness prior to award IAW FAR 13.106-3(a).

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

See Section VI above.

X. List of any sources that expressed, in writing, an interest in the acquisition.

No interested vendors expressed their interest on the Sources Sought that was posted from 18 Apr 25 to 23 Apr 25. See Section VI above for further information.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

The only action the agency may take in the future to remove the barrier to competition is if the bowling center undergoes a large-scale renovation, allowing a competitor to bid on all new equipment.

However, such a change would result in the same proprietary situation, but with a new vendor.
