About this file
This is a Justification for Other Than Full and Open Competition (JOFOC) memorandum dated January 3, 2025, for acquisition of main engine shaft brake overhaul parts under the simplified acquisition threshold for the USNS PATUXENT.
The justification establishes Danfoss Power Solutions (formerly Eaton Corporation) as the only responsible source due to proprietary rights and critical ship equipment considerations. The parts are required by July 5, 2025 or ASAP. Only Danfoss Power Solutions' authorized distributors - The Rowland Company (Philadelphia, PA) and Palmer Johnson Power Systems LLC (Sun Prairie, WI) - can provide the OEM parts. The justification cites three key factors: 1) Danfoss's restrictive rights as the OEM with proprietary drawings and manufacturing techniques, 2) the critical nature of the shaft brakes where failure poses hazards to ship/crew safety, and 3) standardization requirements across the T-AO class vessels. The parts must meet SMS procedure 10.6-002-01-AO requirements for this critical ship equipment.
