SINGLE SOURCE DETERMINATION USING

SIMPLIFIED ACQUISITION PROCEDURES (SAP)

FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD

(AUTHORITY: FAR 13.106-1(b)(1))

NC-CM0000-21-01319

1. Agency and contracting activity. Department of Commerce, NOAA Acquisition and Grants Office (AGO) Stellwagen Bank National Marine Sanctuary.

2. Description of supplies or services required to meet agency needs (including the estimated value).

The National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Office of National Marine Sanctuaries, Stellwagen Bank National Marine Sanctuary (SBNMS) is mandated by the National Historic Preservation Act to inventory and document historic shipwrecks and to interpret them so the public can understand and enjoy these resources. The SBNMS’ most iconic shipwreck is the steamship Portland that was the focus of a telepresence mission in 2019-2020. During this mission the entire vessel (~291 feet) was digitally imaged with overlapping, high resolution photos and video taken by a Nikon Z7 and SONY UMC-S3CA housed in an ROV. This resulted in several terrabytes of still images at 50 MB each and approximately 6 terrabytes of UHD video. To facilitate interpretation of the wreck of the Portland for the public SBNMS requires a 3D digital model of entire wreck so that it can be used for both archaeological investigation of the wreck as well as a virtual exhibit in various public venues and as a virtual reality experience for individuals.

Note: The heavy currents and dangerous nature of the nets and fishing gear spread throughout the Portland affected the way that data collection was performed; therefore, data was not collected in an ideal way for photogrammetry. Due to these site conditions, much of the work in building the model will need to be done by hand. As a result, thousands and thousands of data points have be chosen by hand and will take many hours before alignments can take place.

Scope of Work. Contractor shall:

• Organize video and stills into chunked data runs for photogrammetry processing

• Preprocess still and video for white balance, orientation, detail and image equalization

• Create camera images of video and stills to build alignment.

• Align photos and identify holes in original or data that will not align properly

• Create dense cloud of data points

• Scale model based on laser points

• Create mesh and texture on dense point cloud

• Deliverable to include obj file and up to several video site tours.

Delivery date for the digital model shall be NLT 12/30/2021.

3. Identification of the single source or the brand name to be solicited.

Marine Imaging Technologies, P.O. Box 1997, North Falmouth, MA 02556, (617) 394-1188. POC:

Evan Kovacs, evan@marineimagingtech.com

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:

(Insert PR/RFQ number, as applicable)

□ Compatibility to existing systems or equipment - The required service must be compatible in all aspects (form, fit, and function) with existing systems, and the source is uniquely qualified to meet the requirement. Marine Imaging Technologies (MITech) has previously modeled a portion of the Portland wreck (i.e. starboard bow) and this requirement is to complete the work already started. The new required work needs to interface seamlessly with the existing model. MITech is in possession of the same modeling software they used originally and has the imagery data on hand so they are uniquely capable of finishing the model in the most efficient, cost-effective manner.

No other company has a similar model or the knowledge of how the existing model was built and they would have to acquire the data from the government, organize it and learn how to build the new model so it interfaced seamlessly with the existing model.

5. Market Research.

A search of GSA revealed 4 possible vendors but upon further research, none specifically offer digital modeling services (see print out of search results).

A search of the internet using key words “digital modeling services and contractors” revealed a variety of companies that offer modeling and simulation services but none dealt specifically with building a 3D model from existing digital imagery.

6. Technical/Requirements Representative Certification

I certify that this requirement constitutes the Government’s minimum needs and the supporting data provided herein is accurate and complete to the best of my knowledge and belief.

______ ______7/1/2021__________ Date

7. Sole Source Approval

I approve this sole source contract.

____ ______7/1/2021__________

Date

8. Determination (Required)

I hereby determine that the circumstances of this action deem only one source is reasonably available. This determination is accurate and complete to the best of my knowledge and belief.
