About this file
This document is a Sole Source Justification for the award of a firm-fixed price contract to Colonial Parking for on-site, co-located parking at the Peace Corps' headquarters building. The Peace Corps requires up to 112 parking spaces, with the quantity potentially varying each option year. The contract has a base year of 12 months and four 12-month option periods, with a total period of performance through 09/30/2029. The justification cites the need for on-site parking to support the Peace Corps' 24/7 global operations and provide immediate access for headquarters staff to respond to emergencies and unexpected events. The contracting officer has determined the anticipated price will be fair and reasonable, as the rates are lower than the Federal-negotiated rates under the building lease agreement. The justification also notes that the GSA confirmed there is no government-controlled parking available within a two-block radius of the headquarters building that meets the Peace Corps' requirements.

As a global operation, Peace Corps has headquarters employees working 24 hours a day, seven days a week to support our overseas operations. Accordingly on-site parking is vital to provide a safe and secure area for Peace Corps employees to park, within the confines of the building, to perform mission-critical services. The required on-site, co-located parking avoids significant impairment of the Peace Corps’ operating efficiency to support Peace Corps posts in over 60 countries. Inevitably, unexpected events occur that necessitate rapid responses from Peace Corps.
Headquarters staff, such as, the death of a Volunteer, evacuation of a post, and other emergencies. These events have occurred outside of normal working hours, such as on weekends or in the middle of the night. Headquarters staff may need to report immediately to the office to monitor the situation and to coordinate the response with post staff. These events often occur outside of the operating hours of public transportation. Even if available during off hours, taking public transportation could result in undue delays, putting overseas volunteers and staff at risk. On-site parking allows for: reduced response times in the case of emergencies and unexpected events; the ability to provide mission-critical services at any hour; reduced reliability on public transportation; and the safety of Peace Corps staff.
In a letter dated August 12, 2024 from the GSA Senior Realty Contractor Officer, it was confirmed that “there was no government controlled parking meeting the Peace Corps’ stated requirements for parking spaces within a two-block radius of One Constitution Square which currently exists, and that consistent with 41 C.F.R. § 102–73.240 of the Federal Management Regulation, the Peace Corps, having conferred with GSA on the availability of existing government-controlled parking, may proceed accordingly in using their own procurement authority to acquire parking by service contract. This is consistent with GSA’s policy preference that agencies acquire parking themselves, whenever suitable.”
Colonial Parking manages the parking garage located at the Peace Corps headquarters building and is the sole source capable of providing on-site, co-located garage parking which meets the government’s need.
6. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE SOLICITED
FROM AS MANY POTENTIAL SOURCES AS IS PRACTICABLE.
A notice of intent and justification to sole source this award will be publicized on SAM.gov in accordance with FAR 6.305(d).
7. DETERMINATION BY THE CONTRACTING OFFICER THAT THE ANTICIPATED
COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE.
The contracting officer has determined that the anticipated price(s) will be fair and reasonable based on rates being lower than the Federal-negotiated rates under the terms of the building lease agreement made by GSA.

COMPETITION.

10. A Listing of the Sources, if Any that Expressed, in Writing, an Interest in the Acquisition.
No other interested parties have been identified.
11. A Statement of the Actions, if Any, the Agency May Take to Remove or Overcome Any Barriers to Competition.
For the reasons set forth in paragraph 5, the Peace Corps has no plans at this time to compete future contracts for the types of supplies/services covered by this justification. In the event the agency relocates its Headquarters, or the development of additional parking options become available, the agency will reevaluate its parking requirements.
