About this file
This document is a Sole Source Justification form for the Engineer Research and Development Center (ERDC) Geotechnical and Structures Laboratory seeking to repair a damaged Yellowscan Voyager-30 LiDAR sensor. The sensor was damaged during an unmanned aerial system (UAS) deployment in June 2025 and is critical to the Army's research for scanning and identifying objects of various sizes and damage features on airfields. Yellowscan is the sole manufacturer and authorized repair provider for this specific sensor, with exclusive rights to service, repair, and replace its components.
The justification indicates that market research was conducted in August 2025, confirming no other vendors are authorized to perform repairs on this specialized equipment. The repair is necessary to enable ERDC to continue its research, deliver final results on the sensor's effectiveness, and begin transition discussions with the Army. The procurement will be funded through Civil Works Funding, and the contracting officer has determined the anticipated price will represent a fair and reasonable cost to the government, to be verified through price analysis techniques.

This various sizes and damage features on an airfield surface from a UAS platform in day-night operations. The three-dimensional point clouds resulting from the LiDAR scans are necessary for the ERDC to employ its proprietary algorithms for performing these detections. It is imperative that this sensor be repaired to enable ERDC to continue its research in a timely fashion and to deliver final results on its effectiveness and begin transition discussions with the Army.
-30 sensor was shipped to the manufacturer, Yellowscan, in June 2025 for diagnostics to identify the extent of both external and internal damage sustained during the crash. Yellowscan indicated that internal electrical components were damaged and needed to be replaced in addition to physical repairs made to the Voyager-30 external housing. Yellowscan is the sole manufacturer of the Voyager-30 UAV laser units and as such are the sole company to provide the necessary repairs and calibrations once repairs are complete to ensure an accurate functioning sensor upon return to ERDC.
The total estimated dollar value of the proposed action is
