About this file
This document is a Sole Source Justification (SSJ) for a maintenance and support contract for air traffic control training systems. The 39th Contracting Squadron at Incirlik Air Base, Turkey, seeks a Firm Fixed Price (FFP) contract with UFA, Inc. to provide maintenance and support services for one ATLIVE and two ATVR air traffic control training systems. The contract will cover maintenance, software updates, technical support, and system sustainment for proprietary systems that are critical for training exercises and mission readiness.
The contract will have a one-year base period with two potential option years, pending funding and performance. Market research confirmed UFA is the sole provider capable of supporting these systems, as they exclusively developed the proprietary software and have unique access to source code, system architecture, and diagnostic tools. The pricing will be evaluated for reasonableness based on historical pricing and commercial price lists, with the government noting that failure to contract these services could result in operational downtime and degraded training capability. In future procurements, the government plans to assess options for more competitive, modular system architectures.

This Justification and Approval (J&A) supports a new Firm Fixed Price (FFP) contract to acquire maintenance and support services for one (1) ATLIVE and two (2) ATVR air traffic control training systems currently deployed at Incirlik Air Base, Turkey.
The ATLIVE and ATVR systems are utilized by 39th Operation Support Squadron for training exercises and advancement and these systems were procured under a separate contract (FA568523P0023) including options for warranty, training and software updates however, option year 1 was not exercised.
This contract will cover maintenance, software updates, technical support, and system sustainment for the UFA-provided ATLIVE and ATVR simulation systems. These systems utilize proprietary software developed exclusively by UFA, Inc. The support services are required to maintain operational readiness and ensure continued availability of training and mission rehearsal capabilities.
Period of performance will be one (1) base year with two (2) potential additional option periods, pending funding and performance. Estimated contract ceiling: $ (1 base year plus 2 option years).
This requirement will be a sole source contract as described in DAFFARS 5313.501 - 10 U.S.C. 3572, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901(e)(2), as implemented by FAR 13.501(a)
(1) acquisitions conducted under simplified acquisition procedures are exempt from the requirements in Part 6.
The ATLIVE and ATVR systems at Incirlik Air Base utilize proprietary software developed solely by UFA, Inc.
UFA is the only vendor with access to the source code, system architecture, diagnostic tools, and trained technical staff necessary to maintain and support these systems. Any third-party provider would be unable to legally or effectively perform the required maintenance without significant risk to system integrity, operational continuity, and cyber security compliance.

Market research confirms that no other vendors can provide maintenance and support services for these proprietary systems. The systems were not delivered with Government Purpose Rights or open interfaces that would allow third-party support. As such, only UFA can perform the necessary sustainment activities.
Pricing will be evaluated for reasonableness in accordance with FAR 15.404-1(b)(2)(ii), based on historical pricing for similar support packages and UFA's current commercial price lists. Cost comparison with similar UFA maintenance agreements indicates proposed pricing is consistent with industry norms for proprietary technical support.
Market research was conducted via historical procurement data, consultation with other military installations using UFA systems, and industry outreach. Research confirms UFA is the sole provider with the technical knowledge and legal rights to support these specific systems.
During the original contract award, no option years for maintenance and support were originally executed and are now required. As the systems age and software updates become necessary, ongoing support from UFA is essential to ensure mission effectiveness. Failure to contract these services could result in operational downtime and degraded training capability.
Not applicable: No other sources are authorized or technically capable of supporting the proprietary ATLIVE and ATVR systems.

In future procurements, the Government will assess options for modular and open-systems architectures to enable more competitive lifecycle sustainment. However, for this specific system set, UFA remains the only viable source.
