About this file
This document is a Sole Source Justification for the use of Softgarden recruitment software by the 86th Force Support Squadron (FSS) Civilian Personnel Office (CPO) at Ramstein Air Base.
The 86 FSS CPO has a requirement for recruitment software and is currently using the Softgarden software to advertise positions, manage branding, and process applications. Market research was conducted to establish a government estimate, resulting in a 1-year contract with 4 option years for approximately $32,000 per year. The software is a central part of the CPO's employer branding and applicant management strategy, and a change in providers would disrupt established workflows, incur new implementation costs, and require additional training. The justification concludes that continuing to use Softgarden is the most advantageous option for the government.

The 86 FSS Civilian Personnel Flight has a requirement for recruitment software for the non-US program. 86 FSS Civilian Personnel Flight is currently using the Softgarden Recruitment Software to advertise positions, branding, and processing applications.
Market research was conducted in FY23 to establish a government estimate. As a result, contract F561323P0169 for Euro 34,000.00 was established. The vendor did not increase the price.
The applicant management tool and career page are live and linked to the official Ramstein Air Base Website. Eight CPO employees, multiple supervisors, and the works council are using the software daily to manage approximately 700 applications per month. The software is a central cornerstone of the CPO`s employer branding and application management strategy. In the past year, the software has helped to establish an efficient applicant management workflow.
A change of provider would not only generate new implementation costs, but also disrupt the established workflows, and add costs and manhours for new training requirements.
In conclusion, Softgarden provides a recruiting software that is already established and a change in software would interrupt workflows and prevent mission’s success. Additional costs for training and transitioning of systems would not be advantageous for the government.
The Softgarden price offer consists of basic year contract plus 4 option years for 30,000 Euro (approx. $ 32,000) for 12 months.
