About this file

This document is a Sole Source (Including Brand Name) Justification for Simplified Procedures for Certain Commercial Items. The U.S. Space Force is requesting to establish a two-year Blanket Purchase Agreement (BPA) with the National Strength and Conditioning Association (NSCA) for a Tactical Strength and Conditioning (TSAC) package. The NSCA will provide accredited expert support and analysis for the service's incumbent human performance training and education capability, including curriculum analysis, instructor training, access to relevant literature and content, NSCA memberships, and TSAC-Facilitator certification exam vouchers. The estimated value of the proposed action is below the simplified acquisition threshold. The government will continue to evaluate product capabilities of other vendors through market research, but at this time only the NSCA brand can satisfy the mission requirements. This justification document outlines the requirement, procurement approach, and rationale for the sole source award to NSCA.

I. Contracting Activity.

Air Force District of Washington (AFDW/PKF) Contracting Directorate 1500 W. Perimeter Dr., Ste 2750 Joint Base Andrews, MD 20762

II. Nature and/or description of the action being processed.

The Headquarters U.S. Space Force is requesting to establish a two-year Blanket Purchase Agreement (BPA) for Tactical Strength and Conditioning (TSAC) package with with a period of performance (PoP) from 16 Sept 2024 - 15 Sept 2026.

The HQ USSF identified the need to partner with National Strength and Conditioning Association (NSCA) for the Tactical Strength and Conditioning (TSAC) package early in the formation of the USSF as a new service. Early in 2020, plans were formulated to significantly grow the training and education provided to Department of the Air Force Physical Training Leaders (PTLs); advancing them and their knowledge, skills and abilities in a way that will make them true facilitators and extenders of the embedded human performance experts. The embedded team operating model and the funding required considerable time to refine. Now that those processes are nearing completion, the construct of how the USSF will train its PTLs is defined in this requirement.

The NSCA will be able to provide accredited expert support and analysis for the service's incumbent human performance training and education capability. This includes but may not be limited to: Curriculum analysis and review for credentialing alignment, instructor training and support, access to gold-standard tactical human performance scientific literature and content, access to full-service membership for the service's fitness personnel, and digital vouchers to fund Tactical Strength and Conditioning - Facilitator (TSAC-F) certification exams for the fitness personnel.

III. Description of supplies/services required to meet agency needs.

This effort will establish Blanket Purchase Agreement (BPA) to allow for the issuance/award of firm-fixed-priced (FFP) orders for tasks defined in the Performance Work Statement (PWS) -
