About this file

This Single Source Justification document details a Blanket Purchase Agreement (BPA) for the National Museum of the United States Air Force (NMUSAF) to procure conservation and realistic mannequin figures from Dorfman Museum Figures Inc. The estimated contract cost is $200,000.00, covering a five-year period during which NMUSAF anticipates fabricating 2-4 storylines annually. The museum requires these specialized ethafoam products for exhibit development and replacement of aging displays, with Dorfman Museum Figures Inc. selected as the sole source due to their unique capabilities, including: inert material properties, consistent 6-8 week delivery timeframes, modular figure components, ability to match existing museum displays, and compatibility with museum conservation standards.

The document justifies the single-source selection through market research showing that while multiple vendors offer mannequins, only Dorfman Museum Figures Inc. can fully meet all NMUSAF requirements. The museum currently uses over 100 Dorfman figures and seeks to maintain consistency across exhibit spaces. The contracting officer, Jennifer Blackford, has determined on 26-Aug-2025 that circumstances warrant a single-source procurement under FAR 13.106-1(b)(1). The museum plans to conduct thorough market research in the future to potentially identify alternative vendors that can meet their comprehensive product needs.

Single Source Justification (Simplified Acquisition)

Section A: General Contract Information

Contracting Activity: NMUSAF/MUC Purchase Request/ Identification Number:

Project/Program Name: Dorfman Museum Figures Estimated Contract Cost (including Options):

$200,000.00

Section B: Description of the Supplies/Services Required

The National Museum of the United States Air Force (NMUSAF) requires a Blanket Purchase Agreement (BPA) for conservation and realistic mannequin figures to support new exhibit development and the replacement of aging or damaged existing displays.

Over the next five years, NMUSAF anticipates fabricating 2-4 storylines annually, necessitating the regular procurement of mannequin figures.

Section C: Justification for Soliciting from a Single Source

Dorfman Museum Figures Inc.'s ethafoam products are known for their inertness and suitability for the long-term storage and display of historical property. The Museum utilizes over 100 Dorfman Museum Figures Inc. full-body, chest, and head mounts to ensure consistency in materials and aesthetics, as well as streamline form preparation and construction. Continued use of Dorfman Museum Figures Inc. forms is essential for populating gallery spaces.

Dorfman Museum Figures Inc.'s application of Ethafoam (an inert, closed-cell foam) and polyester stockinette for conservation forms aligns with NMUSAF preservation standards and adheres to best practices established by the American Alliance of Museums (AAM) and the American Institute for Conservation (AIC). While not the sole provider of these materials, Dorfman Museum Figures Inc. possesses a unique capacity to produce and deliver substantial quantities of forms within a consistent 6-8 week timeframe.

Furthermore, Dorfman Museum Figures Inc.'s modular system, offering bodies, heads, hands, and legs separately, allows for targeted replacement of individual components, minimizing waste compared to full-body cast mannequins which necessitate complete replacement even with minor damage.

Dorfman Museum Figures Inc. has proven to be a reliable partner over the years, and NMUSAF staff have cultivated a strong working relationship with their team. Dorfman Museum Figures Inc. consistently provides solutions for a variety of needs, ranging from custom ethafoam and realistic figures to storage mounts. A key strength is Dorfman Museum Figures Inc.'s ability to address the breadth of NMUSAF's mannequin requirements, including storage and exhibit products, conservation forms, and realistic figures. They also accommodate non-standard requests, such as headmounts without mounting holes or black metal bases in lieu of the standard silver.

Finally, to maintain consistency across exhibit spaces, Dorfman Museum Figures Inc. figures are crucial to match the existing mannequin population within the galleries, with 3 full-body cast figures and 153 realistic Dorfman Museum Figures Inc. forms currently in use.

Section D: Efforts to Obtain Competition

Market research identified that the mannequins are available within the commercial marketplace by multiple vendors but the other vendors identified can only meet some of the requirement specifications listed within the SOW.

Dorfman Museum Figures, Inc is the only vendor that provides ethafoam products known for their inertness and suitability for the long-term storage and display of historical property, has the capacity to produce and deliver substantial quantities of forms within a consistent 6-8 week timeframe, provides the modular system that offers bodies, heads, hands, and legs separately which allows for targeted replacement of individual components limiting the waste of purchasing full-body cast mannequins, and can provide crucial matches and consistency to the existing 100 Dorfman full-body, chest, and head mounts displayed throughout the existing galleries and museums.

In summary, while other companies address portions of requirement needs, Dorfman Museum Figures Inc. uniquely provides a comprehensive suite of products catering to a wide range of requirements, balancing customization, cost-effectiveness, and timely delivery.

Section E: Steps to Preclude Future Single Source Awards

Moving forward, thorough market research will be conducted for competition that can meet the full requirement specifications. At this time, Dorfman Museum Figures Inc. is the only vendor capable of addressing all the NMUSAF's requirements needs.
