About this file

This is a Sole Source Justification for a follow-on task order under the GSA Multiple-Award Schedule (MAS) Program. The U.S. Department of Energy, National Nuclear Security Administration (NNSA) is awarding a Firm Fixed Price Task Order to RhinoCorps (GSA Schedule Contract 47QRAA22D000P) for combat modeling and simulation support. The performance period extends from October 1, 2026 through September 30, 2031, with a total estimated value of $11,987,559.28.

The requirement encompasses the Simajin Suite—a proprietary software toolset consisting of Simajin (combat simulation and simulation management), Vanguard (vulnerability analysis database), Pioneer (pathway analysis tool), and Troupe (tabletop control interface). The NNSA Office of Defense Nuclear Security (DNS) requires these tools to evaluate physical protection systems across the Nuclear Security Enterprise and implement DOE Order 470.3C (Design Basis Threat). Deliverables include standardized software versions, deployment configurations, training, on-site software maintenance, on-site support, site model creation and maintenance, studies execution, neutralization analysis, security system performance testing, and directed upgrades. The justification is based on GSAM 538.7104-4 (items peculiar to one manufacturer) because Simajin is proprietary software owned and fully controlled by RhinoCorps with no authorized resellers or third-party distributors. Market research confirmed no alternative vendors offer comparable technology or specialized capabilities, and replacement would require redevelopment of all existing models, revalidation of analyses, personnel retraining, and extensive technical redesign—creating unacceptable delays, cost duplication, and mission risk. Pricing is determined as fair and reasonable under GSA's MAS schedule pricing standards. The justification was approved by the Competition Advocate on August 14, 2026.

SOLE SOURCE JUSTIFICATION

U.S. Department of Energy (DOE) National Nuclear Security Administration (NNSA)

Task Order 89233126FNA400784 August 12, 2026

(1) AGENCY AND CONTRACTING ACTIVITY

This action is being taken by the U.S. Department of Energy, National Nuclear Security Administration (DOE / NNSA). The contracting activity is the NNSA Contracting Operations Division, Headquarters Services Acquisition Branch (NA-PAS-314).

(2) NATURE AND / OR DESCRIPTION OF THE ACTION

The action will result in the award of a follow-on Firm Fixed Price Task Order to RhinoCorps (47QRAA22D000P) under the General Services Administration (GSA) Multiple-Award Schedule (MAS) Program. The period of performance for the follow-on Task Order is October 1, 2026 through September 30, 2031.

(3) DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED

This action supports the NNSA Office of Defense Nuclear Security’s (DNS) requirement for a consistent modeling and simulation tool and associated support for evaluating physical protection systems across the Nuclear Security Enterprise (NSE). This includes standardized versions, deployment configurations, training, software maintenance, centralized upgrades, program direction, scenario modeling, assessment capability, standardized reporting, and auditing features. The requirement also includes continued implementation of DOE Order 470.3C, Design Basis Threat (DBT) or its current version.

The current proprietary tool set provided by RhinoCorps, known as the "Simajin Suite," includes Simajin (combat simulation), Simajin (simulation management), Vanguard (vulnerability analysis database), Pioneer (pathway analysis tool), and Troupe (tabletop control interface).

The scope of this requirement is to provide these tools and support to the entire NNSA nuclear security complex. This support encompasses licenses, on-site software maintenance, training, on-site support, creation and maintenance of site models, execution of studies and neutralization analysis, and upgrades as directed by DNS. The contractor shall also assist with campaign/project combat modeling, performance testing data and collection for security systems.

The total estimated value for the five-year period is $11,987,559.28.

(4) SOLE SOURCE AUTHORITY AND RATIONALE

The authority permitting sole source justifications, found in the Revolutionary FAR Overhaul (RFO), is Subpart 538.71, Federal Supply Schedule Ordering Procedures, and General Services Acquisition Manual (GSAM)1 538.7104-4 - items peculiar to one manufacturer.

1 Effective October 9, 2025 NNSA issued Policy Flash 2026-02, a Class Deviation, to adopt the Revolutionary FAR Overhaul’s Model Deviation text for Part 8. RFO Part 8.4 directs agencies to follow GSA ordering procedures at subpart 538.71 when placing Federal Supply Schedule orders. As such any reference to Subpart 538.71 (GSAM) herein refers to the deviated text which can be found at https://www.acquisition.gov/fss-ordering-procedures.

Combat Modeling and Simulation Support

The software needed to fulfill the mission requirement is a propriety tool that is only provided by RhinoCorps. The Simajin software is a proprietary combat-modeling and simulation platform owned and fully controlled by RhinoCorps.

DNS completes physical security assessments by applying modeling and simulation technology that assist DNS Leaders understand the likelihood of our physical security system (Pro Force, barriers, security technologies) countering the DBT (the who, what, where, why of how we assume we will be attacked by our adversaries). RhinoCorps Simajin provides the only technology that completes detailed simulated movements of individual security personnel and adversarial players around walls and other environmental conditions at each of our modeled NNSA sites. Simajin provides accurate data on full individual player outcomes, which affects the total outcome of a full scenario during simulation runs, as well as the decisions of what resources DNS may need to change to protect against adversaries.

Simajin is the only toolset capable of meeting NNSA’s mission requirements for enterprise-wide, standardized physical-security modeling, DBT alignment, vulnerability analysis, neutralization studies, and site-specific scenario development. No other vendor is authorized to modify, maintain, or support the Simajin engine, and RhinoCorps has confirmed that it has no resellers and no third-party distributors.

Alternative platforms could not meet the enterprise’s needs and cannot be modified to do so, as replacing Simajin would require redevelopment of all existing models, revalidation of DBT-aligned analyses, retraining of personnel across all NSE sites, and extensive redesign of technical baselines - causing unacceptable delays, cost duplication, and mission risk. Therefore, Simajin is the only brand-name product capable of fulfilling the NNSA’s Program requirements.

(5) DETERMINATION OF REASONABLENESS OF COST / PRICE

The pricing is in accordance with the RhinoCorps’ GSA MAS schedule. Since GSA has already determined the price of supplies and fixed-price services, and rates for services offered at hourly rates, under schedule contracts to be fair and reasonable, a fair and reasonable pricing determination has been properly made. See GSAM 538.7102-2(d)(2).

(6) MARKET RESEARCH

Market research performed by DNS’s subject matter experts included internet research, review of vendor websites and literature, outreach to multiple companies, and independent analysis of alternative modeling tools. NNSA modeling/simulation and vulnerability assessment subject matter experts also reviewed vendor capabilities. The result indicated that no other vendors had similar technology or product that provides the unique features, compatibility, or specialized capabilities required for NNSA’s physical security simulation mission. Additionally, the Acquisition Office contacted RhinoCorps to determine if they had authorized resellers, RhinoCorps stated that it does not have resellers for their Simajin tool.

(7) OTHER FACTS

None.

(8) STEPS TO FOSTER COMPETITION

DNS will continue to monitor the market for potential alternative solutions with the possibility to compete this requirement in the future.
