About this file
This document is a Memorandum for the Use of Other Than Full and Open Competition for an acquisition under the Simplified Acquisition Threshold. It explains the justification for a sole source award to Buffalo Pumps for the procurement of critical ship equipment parts, specifically a shaft and bracket assembly for the fire pump and machinery cooling water pump aboard USNS Washington Chambers, a T-AKE class ship.
The key details are that Buffalo Pumps is the Original Equipment Manufacturer (OEM) and only authorized vendor for these replacement parts, which are required to maintain the safety and mission capability of the ship. The parts are deemed critical equipment due to the hazards posed by their failure, which could impact the ship, crew, and environment. As such, using the OEM parts from Buffalo Pumps is necessary to ensure proper fit, function, and reliability. This sole source procurement is under the simplified acquisition threshold and is being conducted by the Department of the Navy Military Sealift Command.

COOLING PUMP
Shaft and bracket assembly, bearing is used to support and stabilize the rotating pump shaft. Failure of which can lead to “significant consequences including loss of pumping capacity, increased vibration, fluid leakage and potential damage to other components.”. This can cause unsafe operation of the ship and will affect the ship’s ability to support for the Warfighters in their Area of Responsibility (AOR) - limiting the capability to fulfill the ship’s primary mission. Proper refurbishment and maintenance, using only OEM parts is critical to the safety of the personnel, the protection of the environment and performance of the ship’s mission.
