About this file

This document is a sole source justification for procuring services from VESTDAVIT, Inc. for on-site testing, training, import and underway operational testing and certifications of the VESTDAVIT multi-surface craft lifting davit aboard the USS CANLEY. VESTDAVIT is the original equipment manufacturer (OEM) and sole source provider for the lifting davit installed on the Military Sealift Command's Expeditionary Sea Base (ESB) class of ships. The justification cites VESTDAVIT's exclusive licensing agreements, the requirement for form, fit and function compatibility with the existing equipment, and the lack of manufacturing and technical information needed to evaluate non-OEM components. The government intends to make a sole source award to VESTDAVIT for these specialized services.
