A controller update for the TESTRESOURCES portable 3,000 lb hydraulic test machine in Ri025G is needed by the School of Engineering & Weapons. The TESTRESOURCES hydraulic test machine is managed by the

Mechanics, Materials, and Structures functional lab group within the School of Engineering & Weapons. The test machine gets regular use from faculty and midshipmen primarily within the Mechanical & Nuclear

Engineering Department at USNA. The controller update is needed to modernize the test machine. The updated controller will ensure stable operation of the machinery as well as providing a modern control, and data acquisition interface for the end user. The estimated value of the procurement is . The date required is

The proposed acquisition is to acquire 910LX16 Newton Upgrade from Test Resources (for Serial #1206008-

01) to update/retrofit an existing test machine from Test Resources. The test machine is used for material property testing as part of both midshipmen/faculty research as well as teaching of midshipmen. It is intended to acquire a new controller and updated control software with a dedicated microcomputer both for machine control as well as data acquisition. USNA already owns a test machine from Test Resources. The requested controller and associated computer and control software are replacements for the current controller and associated computer and control software. The current controller is now obsolete. The new controller must be compatible in all aspects with the existing machinery. The function and intended use of the test machine remains unchanged. The control hardware and software were last updated in 2007. Purchase of the new controller will modernize the existing frame at USNA, allowing for full function of the test machine and connectivity with the

USNA IT network. In addition, the operation and maintenance of the updated system will be familiar to faculty and staff who use the machine. TEST RESOURCES is the only known manufacturer of the required control hardware/software.

☒ The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.

The 910LX15 NEWTON Upgrade is comprised of the NEWTON Fatigue Materials & Products Testing

Package, a hardware and software package uniquely designed for use with the TEST RESOURCES line of servo-hydraulic test machines of which USNA currently has. The TEST RESOURCES controller provides an interface between the TEST RESOURCES test machine and a dedicated microcomputer that runs proprietary

TEST RESOURCES software to operate the TEST RESOURCES test machine.

As previously stated above, the requested controller and associated computer and control software are replacements for the current controller, which is now an obsolete controller. The controller must be compatible in all aspects with the existing machinery. The function and intended use of the test machine remains unchanged.

Other information to support a sole source action:

In order that the equipment is repaired correctly and to maintain proper function and full compatibility between the old hardware and the new hardware/software we must have the equipment repaired/upgraded by the original manufacturer. TestResources in the only manufacture of the Newton Controls Hardware and the Newton

Fatigue Materials & Products Testing Software Package. TestResources does not work thru distributors.
