About this file
This is a Single Source Justification for a simplified acquisition for mortuary services at Wright-Patterson Air Force Base (WPAFB) in Ohio. The Air Force Materiel Command (AFMC) Force Support Squadron has an estimated contract cost of $125,000 and requires comprehensive mortuary services to ensure dignified care of fallen active-duty military personnel and other eligible individuals. The contractor must provide embalming, restoration, preparation, care, and disposition of remains, along with licensed facilities, equipment, licensed funeral service practitioners, motor vehicles, supplies, death certificates, caskets, outer shipping containers, and transportation services. The contractor must complete services within 36 hours of notification and maintain operations between 0800-1700 Monday through Friday, excluding federal holidays and government facility closures. The contractor must be located within a 10-mile radius of WPAFB and operate across a six-state region encompassing all of Ohio and Michigan, plus portions of Pennsylvania, West Virginia, Kentucky, and Indiana.
After seven months of extensive market research, Belton-Stroup Funeral Home was identified as the only vendor meeting all performance requirements with an active SAM.gov registration. Other potential vendors were either inactive in SAM.gov, unresponsive to communications, or did not meet the geographic requirement. Belton-Stroup Funeral Home is a Woman-Owned Small Business with a satisfactory performance history under a previous Blanket Purchase Agreement (FA860116A0002) from 2016-2021, with no active SAM exclusions. The Contracting Officer, Jennifer L. Blackford, determined on March 31, 2026, in accordance with FAR 13.106-1(b)(1), that circumstances justify single-source award to Belton-Stroup Funeral Home. Future market monitoring will continue to identify potential competitors meeting performance and SAM registration requirements.

Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: AFLCMC/PZIBB
Project/Program Name: Mortuary Services
Purchase Request / Local ID Number:
Estimated Contract Cost (including Options): $125,000.00
Section B: Description of the Supplies/Services Required
The Air Force Materiel Command (AFMC) Force Support Squadron (FSS), located at Wright-Patterson Air Force Base (WPAFB), has a solemn and urgent requirement for comprehensive mortuary services. These services are essential to ensure the dignified and respectful care of fallen active-duty military personnel, and other eligible individuals as directed, for whom WPAFB has disposition responsibility. The nature of this requirement is unpredictable and requires a contractor capable meeting the needs of the Department of Defense (DoD) upon notification of a death. The contractor’s performance is vital to the government’s ability to fulfill its sacred obligation to the fallen and their families. The successful execution of these services directly supports the morale, welfare, and readiness of the force by ensuring that service members and their next of kin are supported with the highest level of care and compassion in their time of greatest need.
The contractor shall provide mortuary services as directed in the performance work statement (PWS) (Atch 1) to align with the Department of Defense (DoD) mortuary specifications for the operation of mortuary services and funeral homes under contract for DoD mortuary services and DoD Directive 1300.22 dated 02 September 2021 (Atch. 2). Summarized performance requirements are listed below:
The contractor shall provide mortuary services for the embalming, restoration, other preparation, care, and disposition of remains of authorized personnel. The contractor shall provide licensed facilities, equipment, licensed funeral service practitioners, motor vehicles, professional services, supplies, death certificates, caskets, outer shipping containers, and transportation. The contractor shall also perform hygienic practices as specified in this PWS. The contractor shall comply with all existing federal, state, territory, and local licensing requirements, regulatory standards, and practices applicable to the funeral service industry and the performance of this contract. The contractor shall be located within 10 miles of WPAFB, Ohio.
The contractor shall furnish the materials ordered and perform the services specified by the Mortuary Service Representative (MSR) as promptly as possible, but not later than 36 hours after receiving notification to remove the remains. This excludes the time required by the Government to inspect and verify the results.
The area of performance encompasses a six-state region – all of Ohio/Michigan and parts of Pennsylvania, West Virginia, Kentucky, and Indiana (reference Appendix D). These geographic boundaries determine whether this mortuary services contract applies to the services required by the Armed Services and whether transportation charges for removal or delivery of the remains may be charged.
The contractor is responsible for conducting business, between the hours of 0800-1700 Monday through Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor must always maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability

Section C: Justification for Soliciting from a Single Source or Brand Name
Extensive market research was conducted over the past seven (7) months for vendors providing mortuary services within a 10-mile radius of WPAFB, Ohio. While multiple vendors were identified and SAM registration help instructions (Apex Accelerators) were provided to all vendors identified, only Belton-Stroup Funeral Home meets all performance requirements and maintains an "active" status in SAM.gov. Other potential vendors were either not active in SAM.gov, unresponsive to communications, or did not meet the performance requirements as they were not located within the 10-mile radius of WPAFB. Belton-Stroup Funeral Home is "active" in SAM, a Woman-Owned Small Business (WOSB), has a satisfactory performance history with the Air Force under a previous BPA (FA860116A0002) from 2016-2021 and has no active exclusions within SAM to date.
Due to the critical nature of these mortuary services, the expiration of the prior Blanket Purchase Agreement (BPA) in October 2025 and Belton-Stroup Funeral Home being the only vendor to meet the performance requirements with an "active" SAM registeration, it is in the best interest of the Government to award this requirement to Belton-Stroup Funeral Home as a sole source acquisition.
Section D: Efforts to Obtain Competition
Multiple vendors were identified, only Belton-Stroup Funeral Home meets all performance requirements and maintains an "active" status in SAM.gov. Other potential vendors were either not active in SAM.gov, unresponsive to communications, or did not meet the performance requirements as they were not located within the 10-mile radius. A total of seven (7) months of market research was done to obtain competition to include multiple emails providing support (Apex Accelerators) but Belton-Stroup Funeral Home is the only vendor that showed interest and could meet the performance requirements.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
The previous two (2) BPA's awarded for mortuary services were competitively solicited as 100% small business set-asides. Other potential vendors were either not active in SAM.gov, unresponsive to communications, or did not meet the performance requirements as they were not located within the 10-mile radius and would require 100% subcontracting.
We will continue to monitor the market for potential vendors who may meet the performance requirements and have an "active" SAM registration for future needs.
