About this file

This is a Memorandum for Use of Other Than Full and Open Competition for an Acquisition Under the Simplified Acquisition Threshold for a Guard Building to be installed on the USNS POINT LOMA (EPF-15). The document justifies sole-source procurement from Guard Buildings, Inc. for a guard building with a delivery date of 01 MAY 2025, intended for Anti-Terrorism/Force Protection (ATFP) and maritime domain awareness onboard the ship.

The memorandum cites multiple justifications for single-source procurement, including proprietary rights to drawings, standardization with existing T-EPF Class Vessels, and the Navy's lack of manufacturing and technical information to evaluate alternative service and replacement parts. The procurement is driven by the need for compatibility with existing Navy Model 668.6 equipment, with specific maintenance parts and procedures already developed and supported by Military Sealift Command (MSC) personnel and training policies.

2. As required by FAR 13.106-3(b)(3)(i), this memorandum explains the absence of competition for this acquisition because only one source will be solicited for this requirement (or for a portion of the requirement) and the requirement is not expected to exceed the simplified acquisition threshold.
