About this file

This document is a Single Source Justification for Simplified Acquisition Procedures under the Simplified Acquisition Threshold (SAT) for a commercial item contract. The Department of Veterans Affairs, Gulf Coast Veterans Health Care System, is requesting a firm-fixed-price contract for full service preventative and corrective maintenance on Medivator medical equipment at the Joint Ambulatory Care Clinic in Pensacola, Florida. The justification cites that Steris Corporation is the sole factory-authorized supplier of parts and service for this equipment, limiting availability to only one source. The total estimated value of the contract is $106,529.47 for the base period and 4 option years. A related Federal Contract Opportunity notice indicates the VA intends to award an open market sole-source contract to Steris Corporation for this annual preventative maintenance service, under the statutory authority of FAR 13.106-1(b) and FAR 6.302-1. Interested parties may respond by the due date of July 19, 2024 to demonstrate their capability to provide the same services.

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID:____36C25624AP4384_________________

1. Contracting Activity: Department of Veterans Affairs, VISN 16, Gulf Coast Veterans Health Care

System 2237: 520-25-1-233-0006 Price: $106,529.47 (Total Base + 4 Price)

Contracting Agency: Biloxi Contracting Division

Organizational Activity: Gulf Coast Veterans Health Care System (GCVHCS)

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The GCVHCS is requesting a full service contract (preventative and corrective maintenance) on the Medivator equipment at the Joint Ambulatory Care Clinic (JACC) in Pensacola, Florida. These devices are used to sterilized the reuseable medical equipment inbetween procedures so that they can be used again in a safe, sterile way. The GCVHCS has 3 machines that require maintenance outside the scope of what the Healthcare Technology Management (HTM) team can currently provide.

Therefore, we are requesting that services be procured from Steris to assist in completing the maintenance at the original equipment manufacturer recommendations.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Per Joint Commission standards, which the HTM department at the GCVHCS adheres to, the maintenance must be completed at the recommendations of the original equipment manufacturer (OEM). Steris is the sole factory-authorized supplier of parts and service for the equipment we manufacture, including products under the brand names of AMSCO, Finn Aqua, HAMO, Black Diamond Video, Medisafe and Cantel/Medivator. All replacement parts manufactured or marketed by STERIS are compliant with original equipment manufacturer (OEM) specifications. These parts are sold and shipped directly to the end user of the products. STERIS does not utilize a distributor model.

4. Description of market research conducted and results or statement why it was not conducted:

Market research was conducted to confirm that Steris is the only distributor of the OEM certified parts and service, limiting the selection of this requirement to Steris.
