About this file
This single source justification document from the Department of Veterans Affairs VISN 1 Knowledge Information Service provides details for acquiring a VISN-wide subscription to the MedBridge rehabilitation clinician platform. The justification cites the platform's unique combination of clinical and rehabilitation exercise content, certified education and certification preparation modules, and patient engagement tools including a mobile app for customized exercise videos. Market research found MedBridge to be the superior choice over alternatives like EBSCO's Rehabilitation Reference Center based on focus group feedback from VA therapists, librarians, and administrators. The contracting officer approved the single source award in accordance with FAR 13.106-1(b). The related federal contract opportunity posting includes additional details for solicitation 36C24124Q0059 seeking a subscription to the MedBridge platform to support rehabilitation clinicians across VISN 1.

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 523-24-1-3801-0002
1. Contracting Activity: Department of Veterans Affairs, VISN 1, Knowledge Information Service, 2237#: 523-24-1-3801-0002
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
VISN 1 Knowledge Information Services requires a VISN-wide license for a subscription to MedBridge, a reference and teaching platform specifically for VA rehabilitation service organizations for use across the VISN1 network and its CBOCs including offsite/remote and mobile access. This platform is the access point for continuing education, live webinars, certification preparation, compliance, and patient education and will provide VISN 1 physical therapists, occupational therapists, and speech/language therapists with information to directly support patient care in the rehabilitation realm.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The MedBridge platform was unique in its content and presentation of clinical and rehabilitation exercise animations and life videos combined with certified education unit and certification preparation modules plus patient engagement content and the ability to provide patients with exercise video instruction via a mobile device app and to customize the video instruction to address specific individual Veteran patient issues. No other platform the Knowledge Information Service librarians assessed contained the same wide range of material as MedBridge. The Medbridge platform is extremely popular in the PT, OT, SLP professions as proven by the very high access and usage statistics month to month.
4. Description of market research conducted and results or statement why it was not conducted: The Knowledge Information Service staff assessed the use of MedBridge and conducted a nominal search to follow up on any leads for similar platforms. Of the six resources assessed EBSCO’s Rehabilitation Reference Center was closest to meeting the resource core requirements with therapist education with CEs, patient education, and an exercise library and has made some improvements, including an update of physical therapy, occupational therapy and speech/language therapy. VISN 1’s focus group of physical therapists, occupational therapists, speech language pathologists and hospital librarians confirmed that MedBridge remained the superior and only acceptable platform.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. TYLER
