FROM: OC-ALC/OBCA for 76 MXSG SUBJECT: Sole Source Justification for M22-077 B3221 Instron Tensile Tester
1. 76 MXSG request the purchase of One (1) Instron Model 68FM-100 for building 3221 at Tinker AFB with an estimated value of The tensile testing machine is used to test the adhesion of thermal spray coating to the bar made of the same material as the engine part that was sprayed during the same spray event.
2. The operation of this equipment is currently in our Special Process Instructions, TS06-Micro Hardness, which is utilized for training. If another brand was purchased, it would result in an estimated in training costs and costs to re-write the SPI. If another brand was purchased it would require a separate service contract to maintain, while the Government currently has a service contract in place for Instron Tensile Testers, which could be modified to include requested tensile tester.
3. Instron is the sole manufacturer of the mechanical testing instruments, accessories, and software under the Instron name. OBCA reached out to the OEM and verified with Ralph Green, that Instron does not have any third party distributors/service providers. The proposed sole source vendor is the only vendor that can satisfy the Government’s requirement.

4. Market research was performed reviewing Dynamic Small Business Search (DSBS) and System for Award Management (SAM) databases using North American Industry Classification System (NAICS) Code (334519) looking for companies that could provide a Instron Tensile Tester. A review of small businesses to include 8(a), HUBZone, Service Disabled Veteran Owned Business, and Women Owned Small Business was conducted in search of a company that could provide a Instron Tensile Tester. In review there is only one source that can provide this commodity for this acquisition.
5. The Government will continue to monitor the market and conduct market research surveys to determine potential future sources to try and avoid future single source acquisitions.
6. I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
