About this file
This is a Single Source Justification (Simplified Acquisition) document prepared by the 502d Contracting Squadron (502 CONS/JBKCA) for maintenance services on automated storage equipment. The procurement covers five-year service and maintenance agreements for five Kardex Vertical Lift Modules (VLMs) and one Vertical Carousel Module (VCM) automated storage retrieval systems located in the 12th Maintenance Squadron, Hangar 40, at JBSA-Randolph. These systems store aircraft parts undergoing inspection and repairs, as well as test equipment and hand tools used on up to seven aircraft undergoing monthly inspection and repair operations.
The justification establishes that Southwest Solutions Group is the exclusive authorized factory sales and service dealer for Kardex Remstar equipment in Texas, making single source procurement necessary to maintain warranties and ensure proper maintenance with genuine parts. The document emphasizes that using unauthorized service providers would void warranties and create liability issues, while only certified technicians can perform the required two annual preventative maintenance inspections and repairs. The contracting officer determined this single source award reasonable under FAR 13.106-1(b)(1), with signatures dated July 30-31, 2025. The maintenance squadron commits to conducting market research before the contract's end to identify potential competition if Kardex certifies additional Texas-based service providers, and will consider alternative equipment manufacturers as these aging systems potentially become more costly to maintain.

502d Contracting Squadron (502 CONS/JBKCA) Kardex Service and Maintenance Plan for five Vertical Lifts & one Vertical Carousel Automated Storage and Retrieval System Modules
Five year service & maintenance agreements for five Kardex Vertical Lift Modules (VLMs) and one Vertical Carousel Module (VCM) automated storage retrieval systems located in the 12th Maintenance Squadron (12 MX), Hangar 40, JBSA-Randolph. The units are used to store aircraft parts undergoing inspection and repairs. They also store test equipment and hand tools used on up to seven aircraft undergoing inspection and repair monthly.
Maintaining the optimal performance and longevity of our six Kardex storage systems necessitates specialized expertise. That's why we require a comprehensive service agreement fulfilled by an authorized Kardex vendor. Their certified technicians possess the in-depth knowledge and training to conduct the two annual preventative maintenance inspections crucial for proactively identifying and addressing potential issues. This specialized expertise is also critical for ensuring that repairs, whether due to normal wear and tear or unexpected breakdowns, utilize genuine Kardex parts and adhere to factory-authorized procedures. Furthermore, equipment updates require a nuanced understanding of Kardex systems to guarantee seamless integration and optimal functionality. Entrusting these complex systems to an authorized vendor safeguards our investment and minimizes the risk of costly downtime or damage.
The VLMs and VCMs requiring maintenance, parts, and repair services are manufactured by Kardex Remstar, LLC (Kardex). IAW thorough market research and as confirmed in writing by Kardex, Southwest Solutions Group is the exclusive authorized factory sales and service dealer for all Office & Government Kardex Remstar equipment located in the State of Texas. If any other company is used to perform the required services, Kardex will not assume any liability for equipment failure or personal injury.
Furthermore, allowing uncertified service providers voids any warranties and could adversely affect the life cycle of the equipment.
Due to the specialized nature of Kardex equipment, it is critical that the company performing the services is authorized and certified, possessing the necessary expertise and access to genuine Kardex parts. However, prior to the end of the five-year contract, MX will reinstate the use of market research in the event Kardex has certified other companies in Texas to perform the services. Additionally, all six storage units are outdated, thus as the equipment further ages causing potential maintenance cost increases, or inability to repair, MX will survey the marketplace to be poised to take advantage of competitive offerings from manufacturers of similar equipment that will fulfill MX needs for safe and secure aircraft parts and equipment storage.
