April 2021 Page 1 of 2April 2021 Page 1 of 2

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 22d Contracting Squadron, McConnell AFB, KS 67221

Project/Program Name: Base Telecommunications Services

Purchase Request / Local ID Number: F2Z3132231AC01

Estimated Contract Cost (including Options):

Section B: Description of the Supplies/Services Required

The contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and services, unless specified in the contract on the Government provided property listing. Work will support the mission of the 22d Communications Squadron at McConnell Air Force Base, Kansas by providing highly reliable wired telecommunications and networked voice, video, and data services. The contractor shall perform Operation and Maintenance (O&M) and other services required to ensure the Base Telecommunications System (BTS) is available 24 hours per day, 7 days per week. The BTS consists of the base telephone system switch, the outside plant (OSP), and inside plant (ISP) systems, network, transmissions systems, and all associated equipment, which may include other systems (e.g. radio, etc.). The contractor shall operate and maintain all BTS equipment and systems in accordance with (IAW) the Original Equipment Manufacturers’ (OEM) technical manuals and specifications, Department of Defense (DoD), and US Air Force (AF) policy and regulations, applicable federal, state, and local laws and regulations.

Section C: Justification for Soliciting from a Single Source or Brand Name

Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Specifically, FAR 6.302-1(a)(2)(iii)(B) wherein seeking a follow-on action (i.e. this three-month extension) would yield unacceptable delays in fulfilling the agency's requirement due to the specialized nature of McConnell's telecommunications framework. Furthermore, FAR 6.302-1(b)(1)(ii) wherein a very limited number of competitive proposals (i.e.

eligible for award) were identified once evaluations were completed under the initial contract award FA4621-17-D-0009.

Section D: Efforts to Obtain Competition

This requirement will be met under a new solicitation for base telecommunications services. As this action is a contract extension IAW FAR Clause 52.217-8, included in the current contract FA462117D0009 terms and conditions, no other sources were solicited for this 3-month extension of services. A new solicitation is expected in the next month and may be either a direct sole source 8(a) award or a competed 8(a) set-aside action.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

This respective requirement is currently under the umbrella of the Small Business Administration's 8(a) program and was initially solicited as a competitive 8(a) set-aside. Upon completion of all evaluations, a very limited number of competitive proposals remained (e.g., eligible for award) which reflects a limited number of 8(a) firms are capable of supplying this service.

Furthermore, the Government has the flexibility to rescind the competitive 8(a) aspect of this requirement and subsequently award this extension as a direct sole source 8(a) to the incumbent firm. To overcome barriers to competition, the Government is ascertaining the possibility of competing a new long-term acquisition under a competitive 8(a) to allow more firms an opportunity to compete for these services.
