About this file
This document is a justification for a single-source procurement of Corcoran 10-inch Coyote Brown Marauder OCP boots for the United States Air Force Honor Guard. The Honor Guard has a distinct training requirement that causes abnormal wear and tear on boots, necessitating two pairs per ceremonial guardsman to maintain a clean, professional appearance. Other OCP boot brands do not meet the required uniformity standard, as the Corcoran boots are the only ones that accommodate the metal "cheaters" on the inside heel. The estimated contract value is $46,527.25. The contracting officer has determined that only a single source is reasonably available, in accordance with FAR 13.106-1(b)(1). The Honor Guard will continue to search for additional vendors to provide the required OCP boots.
The related federal contract opportunity is a Blanket Purchase Agreement (BPA) solicitation for the procurement of commercial OCP boots for the USAF Honor Guard located at Bolling Air Force Base, DC. These boots are used daily or as needed for training, presidential ceremonies, funerals, and other high-visibility events.

Section B: Description of the Supplies/Services Required
The United States Air Force Honor Guard has a distinct training requirement outdoors during the entire calendar year which involves marching through grass, dirt, concrete and other terrain. These requirements cause abnormal wear and tear on our boots. The United States Air Force Honor Guard requires two pair of OCP boots per ceremonial guardsman to be properly outfitted for training requirements and to portray a clean professional image in a public forum and for higher leadership rehearsals.
Section C: Rationale for Soliciting from a Single Source or Brand Name
The United States Air Force Honor Guard is the premier ceremonial unit and requires uniformity of its members in all training and ceremonial environments. The Corcoran 10 inch Coyote Brown Marauder OCP boots, soft toe are required for each Air Force Honor Guard member to wear in order to fulfill the Honor Guard uniformity standard. The available sizes required D 6-12, 13, 14, 15/EE 6-12, 13, 14, 15.
Section D: Efforts to Obtain Competition
Other brands of OCP boots do not meet the standard required for our boots to remain uniform throughout the unit and to accommodate the metal cheaters required on the inside heel of our boots. This specific OCP boot is what we need to remain uniform within the United States Air Force Honor Guard. We discussed alternatives in the squadron that would allow us to be uniform and decided on the Corcoran 10 inch Coyote Brown Marauder OCP boots, soft toe, as they have the durability to maintain the training standards and withstand the changing of the metal cheater on the inside heel of the boot.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
The United States Air Force Honor Guard will continue to search for additional vendors of producing OCP boots at the quantity consistent with the increased standards and to account for the rigorous training and rehearsals.
