About this file
This document is a sole source justification for the United States Secret Service to purchase two Horiba brand hand scopes from Horiba Instruments/SPEX Forensics. The hand scopes will have five wavelengths and LED lights with mounting accessories. They will be used by the Crime Scene Search Unit for investigative purposes. The justification cites the Horiba hand scope as the only product that provides multiple wavelengths in a single compact unit, with dual power sources allowing use while charging. Market research found Horiba/SPEX Forensics to be the only vendor to respond and provide pricing for this requirement. The anticipated award will be determined fair and reasonable based on market research and comparison to independent government estimates and previous purchases.
