About this file

Summary

This is a Sole Source (Including Brand Name) Justification document for simplified procedures for certain commercial items. The AFTC/PZZF Contracting Office is pursuing a firm-fixed-price purchase order award directly to ACG Systems, Inc. for one URC-300 VHF/UHF Transceiver Assembly and ten associated auxiliary support components under the B-52 Commercial Engine Replacement Program (CERP). The acquisition references Purchase Request/Local ID Number ACQ-26-H096 and is authorized under AFFARS 5313.501, implementing simplified acquisition procedures for commercial items under 10 U.S.C. 3572. The contracting officer is Wendell Brown (AFTC/PZZF), with coordination from Norman K. Maynard, NH-03 (Bomber Instrumentation Flight Chief), dated 19 August 2026.

The justification supports sole-source procurement based on ACG Systems, Inc.'s proprietary URC-300 transceiver architecture, exclusive direct distribution rights, and TEMPEST and EMI certification required for classified/unclassified shelter operations. Market research confirmed no alternative vendors provide the required remote command and control interface capability with manual frequency selection capability. ACG is the original equipment manufacturer with zero authorized resellers. The pricing is determined fair and reasonable based on historical prices from prior contract FA9302-22-F-G596 (September 2022), with current quotes representing modest Compound Annual Growth Rates (1.84% and 1.73% respectively) well below the 3.2% historical average increase in the Bureau of Labor Statistics Producer Price Index. Direct-sales pricing contains zero reseller overhead, providing significant cost advantage to the Government. No written expressions of interest from other sources were received.

Sources were also excluded whose product only allowed fixed channel selections but did not allow or had the capability of manual frequency selection and settings or allow manual re-programming of a fixed channel frequency.

In accordance with RFO price analysis procedures, the anticipated cost to the Government of is determined to be fair and reasonable based on a comparison to historical prices paid for identical items. Under previous contract FA9302-22-F-G596 (awarded in September 2022), the Air Force purchased the core URC-300 transceiver assembly (P/N 01-P58564R002) for and the RCU (P/N 01-P57870R001) for The current quoted prices of and represent modest Compound Annual Growth Rates (CAGRs) of 1.84% and 1.73% respectively over the 4-year period (2022 to 2026). These price escalations are well below the historical 3.2% average annual increase reflected in the Bureau of Labor Statistics (BLS) Producer Price Index (PPI) for communications equipment manufacturing.Because ACG Systems, Inc. sells directly to the Government with no intermediary markups, the pricing contains zero reseller overhead.

Consequently, the pricing is validated as fair, reasonable, and highly advantageous to the Government.

Other radio products were excluded that could not provide remote command and control interface capability required to meet TEMPEST and EMI requirements as part of a Cybersecurity risk reduction effort for operations within a classified/unclassified shelter. Sources were also excluded whose product only allowed fixed channel selections but did not allow or had the capability of manual frequency selection and settings or allow manual re-programming of a fixed channel frequency.
