About this file
This is a Sole-Source Justification document for consulting services in medical device development, specifically for a Subject Matter Expert in Neurology position supporting the Blueprint MedTech Initiative at the National Institute of Health (NIH). The requirement is being processed as a follow-on to Purchase Order No. 75N95024P00034 through the National Institute of Drug Abuse (NIDA), Office of Translational Initiatives and Program Innovations (OTIPI).
The document justifies a sole-source award to Katrina Gwinn, the incumbent contractor who operates as a Woman-Owned Small Business (WOSB) under NAICS code 541990. The procurement is a Time & Materials/Labor Hour contract that exceeds $3,500 but will not exceed $150,000, conducted under simplified acquisition procedures. The contractor will serve as a Blueprint MedTech External Oversight Committee member, providing strategic guidance on Blueprint MedTech projects and grants. The justification cites FAR 19.1506 for WOSB sole-source authority, noting that WOSBs are substantially underrepresented in this NAICS code for federal procurement. Pricing will be based on standard commercial rates and verified against similar historical contracts for fairness and reasonableness.

Revised10/31/2016
FAR Subpart 13.106-1(b)
4. Acquisition Type.
Time & Materials/Labor Hour. This acquisition exceeds $3,500 and not expected to exceed $150,000, and conducted in accordance with FAR Part 13—Simplified Acquisition Procedures.
5. Acquisition Authority. This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1 (b) Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, or industrial mobilization).
6. Justification Rationale.
FAR 19.1506 states that a contracting officer shall consider a contract award to a WOSB concern eligible under the WOSB Program on a sole-source basis before considering small business set-asides (see 19.203 and subpart 19.5) provided none of the exclusions at 19.1504 apply.
Katrina Gwinn is the incumbent contractor under the predecessor contract, and is a WOSB, and this procurement is solicited under a NAICS code (541990) in which SBA has determined that WOSB are substantially underrepresented in Federal procurement.
The expected procurement will not exceed , and Katrina Gwinn has been determined to be a responsible contractor with respect to performance.
It is anticipated that prices for this requirement shall be at the vendor’s standard commercial rate, and NIDA shall compare the proposed prices to similar and historical contracts to verify that the prices are fair and reasonable.
7. Any other facts supporting the justification. None.
