About this file

This is a Single Source Justification for Simplified Acquisition submitted by the 366 Contracting Squadron (366 CONS/PKA) for the 366 Fighter Wing. The requirement, identified as "Dissimilar Formation" (Purchase Request F3F0FM6023A001), has an estimated contract cost of $40,933.33 and does not qualify as a Bridge Action under the Air Force Bridge Action Reduction Plan.

The 366 Fighter Wing requires three historic fighter aircraft—an F-86, P-47, and P-51—to fly in dissimilar formation at the Gunfighter Skies 2026 Air Show Event at Mountain Home Air Force Base, Idaho. The aircraft will perform coordinated formation flights demonstrating integrated air power capabilities and diverse piloting skills, with each aircraft also performing individual single-ship "banana pass" flybys to highlight historical significance. The contracting officer determined that only one source is reasonably available to meet this requirement under FAR 13.106-1(b)(1) and FAR 6.302-1(a)(2). Market research identified Planes of Fame Air Museum as the sole contractor possessing all three aircraft in airworthy condition with demonstrated capability and experience in flying this specific formation. The justification emphasizes that dissimilar formation flying requires seamless coordination across aircraft with vastly different performance characteristics, making a single vendor capable of managing integration risk the Government's best interest. The contracting officer, Elizabeth Hughes (GS-11), signed the determination on January 30, 2026, and committed to expanding aircraft display options in future requirements phases to promote broader competition.

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 366 CONS/PKA

Project/Program Name: Dissimilar Formation

Purchase Request / Local ID Number: F3F0FM6023A001

Estimated Contract Cost (including Options): $40,933.33

Section B: Description of the Supplies/Services Required

The 366 Fighter Wing has a requirement for an F-86, P-47, and a P-51 fighter to fly in a dissimilar formation at the Gunfighter Skies 2026 Air Show Event at Mountain Home AFB, Idaho showcasing diverse piloting skills and combined air power. These formations demonstrate integrated capabilities, blending different aircraft performance characteristics for unique displays.

Additionally, each aircraft will perform a single-ship "banana pass" flyby to highlight the individual aircraft's historical significance.

Section C: Justification for Soliciting from a Single Source or Brand Name

In Accordance With(IAW) FAR 13.106-1(b)(1)(i) For purchases not exceeding the simplified acquisition threshold. The Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. Additionally, IAW 6.302-1(a)(2) When the supplies or services required by the agency are available from only responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.

Dissimilar formation flying is a uniquely demanding mission set, requiring seamless coordination of aircraft with vastly different performance, speed, and handling characteristics. Given the technical complexity of integrating three mismatched aircraft into a single, cohesive unit, it is in the Government's best interest to award this requirement to a single vendor who can coordinate the formation across all three aircraft. One qualified provider minimizing integration risk and ensures a more efficient, reliable execution of this challenging effort. Planes of Fame Air Museum is the only known contractor that has continuously maintained a fleet of airworthy historic aircraft, and has the F-86, P-47, and a P-51 in their collection.

Section D: Efforts to Obtain Competition

Market Research results found one contractor that possesses all three aircraft in their collection with the capability and experience in flying the F-86, P-47, and a P-51 fighters.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

For future airshows and other open house events, a wider variety of historic aircraft display options will be considered in the requirements phase to prevent any limitation on competition.
