About this file
This is a Sole Source Justification (SSJ) document for the Department of Veterans Affairs (VA) to procure a maintenance contract for the GE Healthcare MUSE NX system used in VA Medical Centers within Veterans Integrated Service Network (VISN) 7, covering Georgia, Alabama, and South Carolina. The contract is for an initial base year from 06/16/2025 to 06/15/2026, with four additional one-year option periods extending through 06/15/2030, including a 6-month extension. The VA is pursuing a sole source award to GE Medical Systems Information Technologies, the sole manufacturer of the MUSE EKG System, due to its proprietary nature and patent protections.
The procurement will cover annual maintenance, including software maintenance, bug fixes, upgrades, customer support, troubleshooting, and repairs for the existing GE Muse NX cardiology information management system. Market research was conducted via multiple platforms (Google, GSA, FPDS, Contract Opportunities), and an Intent to Sole Source notice was published on SAM.gov, which received zero responses. The total contract value is not explicitly stated, but the document indicates the procurement is under the Simplified Acquisition Threshold of $7.5 million. The VA aims to maintain high up-time and reliability of the clinical software system across VISN 7 medical centers, with continuous market research planned to explore potential future competitive opportunities.

VHAPG Part 813.5 Simplified Acquisition Procedures for Certain Commercial Items Attachment 1: Request for Sole Source Justification Template >SAT-$7.5M under FAR13.5
Effective Date: 11/15/24 Page 2 of 3
REVISION: 01
Acquisition ID#: 36C247-25-AP-2315
FAR 13.5 Simplified Procedures for Certain Commercial Items. The statutory authority for applying the Simplified Procedures for Commercial Items of FAR 13.5 is 41 U.S.C. § 1901 and is implemented by FAR 13.106-1(b)(2) for restricting competition on this procurement. Competition is restricted on this procurement for the reason below:
( X ) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements
5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): There are limited sources because GE Medical Systems Information Technologies (a GE Healthcare company) is the sole manufacturer of MUSE EKG System, comprised of MUSE NX software. No other company has been licensed to sell or to provide updates for the product. GE Healthcare maintains MUSE NX as a proprietary product, covered by GE Healthcare patents and other intellectual property rights per the proprietary letter dated January 12, 2024.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: Market research was conducted via Google, GSA, FPDS, and Contract Opportunities. An Intent to Sole Source (36C24725Q0578) was published on the GPE, SAM.gov, on April 22, 2025. This notice received zero (0) results, confirming that a sole source award is the appropriate acquisition strategy.
7. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable: The pricing will be compared to the pricing from the final option year of the current contract to ensure it is fair and reasonable.
8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: The market research conducted involved analyzing data from previous and current solicitations and data from SAM.gov as well as querying the FPDS database using the keywords “MUSE NX.” Unfortunately, these efforts did not yield any additional sources to meet the Government's requirements.
9. Any Other Facts Supporting the Use of Other than Full and Open Competition: The VA Medical Centers in VISN 7 utilize GE Healthcare MUSE NX as a cardiology information management solution for streamlining the flow and interpretation of electrocardiograms (ECG) with integration to the electronic health record. In order to maintain high up-time for patient care and reliability of the software, VISN 7 requires a clinical system maintenance contract for GE MUSE NX for: software maintenance, technical support, installation support, clinical application support, software upgrades and software quality updates.
10. Listing of Sources that Expressed, in Writing, an Interest in the Acquisition: GE Medical Systems Information Technologies, Inc, Large business (Incumbent)
11. A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required:
