About this file
This is a Sole Source Justification (SSJ) for a Federal Supply Schedule task order prepared by the Department of Homeland Security (DHS), Cybersecurity and Infrastructure Security Agency (CISA), Chief of the Contracting Office.
CISA intends to award a firm-fixed-price task order to CeLeen, LLC for Security Programs Operational Support Services through GSA Multiple Award Schedule contract 47QTCA19D001H. The requirement supports the CISA Infrastructure Security Division's mission to develop security best practices, exercises, and tools for critical infrastructure protection, including active shooter preparedness, unmanned aircraft systems cyber and physical risk management, threat-aligned security best practices, and federal facility security and compliance efforts. The order supports security planning for the 2026 World Cup and America 250 activities and advances 6 U.S.C. 652 and 655. The period of performance is nine months beginning on or about May 1, 2026. The total estimated value is redacted in the document.
The justification for sole source selection is based on CeLeen, LLC's status as the incumbent contractor under the previous competitively awarded task order 70RCSA22FR0000049 on the GSA OASIS 8(a) contract, which expired in September 2022. CISA determined that CeLeen, LLC is the only vendor capable of continuing the specialized services without disruption during this short-term bridge period, citing the contractor's unique familiarity with CISA's specialized programs, existing security clearances, staff suitability, and ability to meet critical requirements within the required timeframe. Market research conducted between August 2025 and February 2026 determined that mandatory DHS Strategic Sourcing Vehicles lacked appropriate vendor capabilities to meet the short-term need. The Contracting Officer determined the pricing to be fair and reasonable through GSA's review of the contractor's unit pricing against commercial prices. CISA committed to conducting market research on a competitive follow-on effort with no anticipated barriers to future competition, and the approved justification will be posted at the Government-wide Point of Entry per GSAR requirements.

Sole Source Justification (SSJ) for
Federal Supply Schedule (FSS) Orders or Blanket Purchase Agreements (BPAs) Exceeding the Simplified Acquisition Threshold
Justification FY26-0075 Page 1
Justification No.: FY26-0075 PR Number: PCIS-26-00005
This acquisition is conducted in accordance with the Multiple-Award Schedule Program, 41 U.S.C. 152(3), Competitive Procedures, 40 U.S.C. 501, Services for Executive Agencies, and in accordance with Federal Acquisition Regulation (FAR) 8.401, FAR Class Deviation 25-20 for FAR Part 81 and the General Services Acquisition Regulation (GSAR)2.
1. Agency and Contracting Activity. Identification of the agency and the contracting activity, and specific identification of the document as a “Sole Source Justification.”
The Department of Homeland Security (DHS), Cybersecurity and Infrastructure Security Agency (CISA), Chief of the Contracting Office (COCO), prepared this SSJ.
2. Nature of the action being approved (Contractor name, contract type and total estimated value with options).
This SSJ is prepared in accordance with RFO FAR 8.401 and GSAR 538.7104-3(b)(1)(ii). CISA COCO intends to award a firm-fixed-price task order to CeLeen, LLC for a total estimated value of .
3. Description of supplies or services required to meet the agency’s needs.
In support of its mission, the CISA Infrastructure Security Division (ISD) requires Security Programs (SP) Operational Support Services to advance capability development for critical infrastructure to mitigate terrorism and targeted violence risk, thus providing tangible results that advance homeland security. This order supports the development of security best practices, exercises, and tools that advance 6 U.S.C. 652 and 6 U.S.C. 655. These efforts advance security planning for the 2026 World Cup and America 250 activities and include unmanned aircraft systems cyber and physical risk management support and security guidance; active shooter preparedness exercises and resources; the creation of threat-aligned security best practices; and federal facility security and compliance efforts. The period of performance will be nine (9) months beginning on or about May 1, 2026.
4. The statutory exception and supporting rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.
This is a sole source bridge from task order 70RCSA22FR0000049 for Operational Support Services, which was competitively solicited and awarded to CeLeen, LLC, on
1 FAR Class Deviation 25-20 for FAR Part 8 was issued as part of the Revolutionary FAR Overhaul (RFO), which was implemented in response to Executive Order 14275, Restoring Common Sense to Federal Procurement, signed April 15, 2025. Any subsequent citations to FAR Part 8 in this document will be cited as “RFO FAR” for brevity, and are referring specifically to FAR Class Deviation 25-20 for FAR Part 8.
2 GSA Class Deviation RFO-2025-FSS-GSAR-538: General Services Administration Acquisition Regulation (GSAR) Class Deviation, Federal Supply Schedule (FSS) Program Ordering Procedures.
Justification FY26-0075 Page 2
September 27, 2022, under the 8(a) program within the GSA One Acquisition Solution for Integrated Services (OASIS) contract. Based on the results of current market research, the ordering period for OASIS has expired and the Small Business Administration (SBA) has released this requirement from the 8(a) program. Accordingly, CeLeen, LLC’s GSA Multiple Award Schedule (MAS) contract 47QTCA19D001H will be utilized for the sole source.
In accordance with RFO FAR 8.401(b) and GSAR 538.7104-3(b)(1)(ii), this order should be issued on a sole-source basis because only one source is capable of providing the services required at the level of quality required because the required services are unique or highly specialized.
At this time, CeLeen, LLC is the only vendor capable of continuing the Security Programs operational support during a short-term bridge task order without further disruption to critical services. While other vendors may possess the general capability to perform this specialized requirement, only CeLeen, LLC is capable of performing the unique and specialized requirement within the required timeframe and without further unacceptable disruption. This is due to the incumbent’s knowledge, security/access requirements and familiarity with this unique requirement. Only CeLeen, LLC can meet the Government’s specialized needs at this time within the required timeframe and without unacceptable mission risk and further delays.
CeLeen, LLC has a unique familiarity with the current CISA environment and would not require a transition time or time to ramp up in order to meet the critical requirements and the unique requirements of upcoming events.
With CeLeen’s in-depth knowledge of CISA’s specialized programs, including active shooter and unmanned aircraft systems programs that provide direct support to stakeholders, this sole source would allow the Government to avoid further disruption – particularly in advance of major events such as the World Cup 2026 and America 250 ensuring limited disruptions to capacity building. CeLeen, LLC plays an integral role in the development of specialized security best practices, trainings, and tools that advance 6 U.S.C. 652 and 6 U.S.C. 655 and several executive orders. Additionally, CeLeen, LLC is currently supporting the Security Programs division within ISD and has staff cleared for suitability.
5. Determination by the ordering activity contracting officer that the order represents a fair and reasonable price consistent with GSAR 538.7102-2(d)(2) and 538.7104-2(a)(3).
The Contracting Officer has determined that the anticipated cost to the Government will be fair and reasonable. The services will be procured through the CeLeen, LLC GSA schedule contract 47QTCA19D001H. GSA has determined the contractor’s unit pricing to be fair and reasonable.
In order to determine reasonableness, GSA reviewed the contractor’s pricing and compared it to commercial prices. During the review by GSA contractors must disclose their commercial sales practices, including discounts and markups. The Contracting Officer will request discounts and review the GSA contract labor ceiling rates to verify the proposed prices are within the ceiling.

6. A description of the market research conducted among schedule holders and the results, or a statement of the reason market research was not conducted.
CISA conducted market research for this acquisition between August 2025 and February 2026 to determine if a mandatory DHS Strategic Sourcing Vehicle (SSV) was available to support this short-term support. Based on the scope and duration of this requirement, the SSVs did not have vendors that were able to meet agency’s short-term immediate need without producing a lapse in service. The GSA 8(a) STARS III SSV can be tailored to meet an agency’s particular mission needs and may include new and emerging technologies that evolve over the life of a contract.
However, the principal nature of this contract vehicle is for IT services. Therefore, market research determined that this IT services-based contract vehicle did not align to Security Programs’ particular mission needs. The GSA OASIS+ SSV aligns more with the scope of the mission needs of Security Programs. However, leveraging this SSV would not provide the required subject matter expertise for active shooter preparedness, public gathering security, and federal facility security within a reasonable timeframe to sufficiently execute the infrastructure security mission.
CeLeen, LLC was determined to be the only vendor capable of continuing the Security Programs Operational Support without disruption of these critical services. The GSA Multiple Award Schedule (MAS) offers a unique advantage to the Government in the following areas: vendors are already vetted and reviewed, thereby increasing the expectation of positive performance. The vendors have extensive experience working in government agencies and understand the unique mission space. CeLeen, LLC’s GSA MAS contract 47QTCA19D001H, within which the vendor is classified as a small business, will be utilized for the sole source task order.
The full details regarding the DHS market research activity for this acquisition are available in the Market Research Report located in the electronic contract file.
7. Any other facts supporting the justification.
There are no additional supporting facts.
8. A statement of action, if any, the agency may take to remove or overcome any barriers that have led to restricted consideration (i.e., sole sources) before any subsequent acquisition of the supplies or services is made.
CISA continues to monitor the commercial marketplace, and the approved justification will be made publicly available pursuant to GSAR 538.7104-3(b)(3). Market research has begun on a competitive follow-on effort and there are no anticipated barriers to future competition.
9. DHS intends to post this sole source requirement at the Government-wide Point of Entry in accordance with GSAR 538.7104-3(b)(3).
