About this file

This document is a Sole Source (Including Brand Name) Justification - Simplified Procedures for Certain Commercial Items for the calibration of Textron Systems' Model 527 Radar Signal Simulators for the KC-46 aircraft. The 22nd Air Refueling Wing requires the calibration service to support operational checks of the KC-46 weather radar system and will award a firm-fixed-price contract to Textron Systems Corporation, the sole source manufacturer of the equipment, under FAR 13.106-1(b)(1). Textron Systems employs the only trained technicians capable of calibrating the proprietary equipment, and the Precision Measurement Equipment Laboratory does not have the required capabilities. The estimated contract value is above the simplified acquisition threshold but less than $15 million. The agency conducted market research and determined there are no other sources capable of meeting the government's requirements. The contracting officer will perform a price reasonableness determination prior to award.

I. Contracting Activity.

Department of the Air Force, 22d Air Refueling Wing, 22d Mission Support Group, 22d Contracting Squadron (22 CONS), 53384 Kansas Street, Bldg. 840 McConnell AFB, 67221-3702

II. Nature and/or description of the action being processed.

The 22d Aircraft Maintenance Squadron requests service of calibration tests for the Textron model 527 Radar Signal Simulators for the KC-46. The Model 527 is designed for end-of-runway and walk-around preflight testing, to determine the operational status of installed electronic warfare (EW) radar warning receiver (RWR) systems. Textron Systems' advanced threat modeling software allows a variety of threat simulations including simple, continuous-wave, pulsed single emitters, and multiplexed radio frequency emitters modeling several threats simultaneously.

III. Description of supplies/services required to meet agency needs.

The calibration of the RWR Model 527 testers are needed to support operational checks of the KC-46 weather radar system to verify the completion of maintenance actions performed on the aircraft. The service will consist of the continuous process of calibrating ten RWR testers annually. This contract will prevent delays in processing financial requests.

IV. Statutory authority permitting other than full and open competition.

10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

Textron Systems is the sole source manufacturer for the Model 527 Radar Signal Simulator. As the sole source provider of this proprietary equipment, Textron Systems holds all patents and has not sold the calibration kit to any other company. Textron Systems employs the only trained technicians to use the proper methods and procedures to perform the calibration on this test equipment. Precision Measurement Equipment Laboratory (PMEL) does not have the required equipment for the calibration of the simulators. This is the first time this specific piece of equipment has been utilized by the Air Force and the Department of Defense for the KC-46.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

22 CONS conducted market research indicating Textron Systems Corporation, Electronic Systems as the only vendor that is capable of meeting this need. The sole source capable of meeting the governments need is listed as a large business under NAICS Code 811210. Due to the product being proprietary in nature and only one vendor capable of meeting the Government's need, the award will be made on a sole source basis.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

To determine fair and reasonable pricing, the previous award of this service (FA462120P0027) was reviewed for pricing. In review of the previous pricing and current quote provided by Textron Systems was found to be fair and reasonable based on inflation rates since 2020 but an additional price fair and reasonable determination will be conducted before award.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

The 22nd AMXS conducted market research indicating that Textron Systems as the only vendor that is capable of meeting the Government's needs. Additional market research conducted by 22 CONS confirmed that there are no other companies that can provide the calibration of the RWR Model 527 testers. Textron Systems is listed as a large business under NAICS Code 423690. Due to the proprietary nature of the Textron Systems product line and only one vendor capable of meeting the Government's need, the award will be made as a sole source acquisition.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

None

X. List of any sources that expressed, in writing, an interest in the acquisition.

None

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

The current competitive barriers are due to the lack of qualified and approved sources beyond Textron Systems Corporation, Electronic Systems and the immediate requirement for this equipment. In the future, the Air Force will be working directly with Textron Systems and the PMEL office to obtain kits to perform the calibration tests locally. Original negotiations has those specific kits costing over $250,000 and a delivery timeframe of roughly 6 to 10 months to obtain. However, based on information from the customer and due to the relatively small quantity of equipment being procured it is not feasible for this action. Enterprise-level market research for similar equipment is on-going by the customer and coordination for new information will be sought prior to further procurement by this office.
