About this file

This is a Justification and Approval (J&A) document for a sole source contract award by the Department of Veterans Affairs, VISN 07, Ralph J. Johnson VA Medical Center in Charleston, South Carolina.

The contracting activity proposes a new firm-fixed-price contract for furniture storage, relocation, and inventory services for the Charleston VA Health Care System's patient care, administrative, and leased spaces. Services include provision of 10,000 square feet of contractor-provided off-site storage space, storage and inventory control for current and new furnishings, receipt and inventory of new furniture deliveries from distributors or manufacturers, transportation of furniture to and from facilities, and installation, removal, and repair of furnishings. The total estimated value is undisclosed in this document, and the period of performance is one year from August 29, 2026, through August 28, 2027, with an option to extend up to six months. The proposed award will be made to Veteran Office Design LLC, a certified service-disabled veteran-owned small business (SDVOSB).

The justification cites statutory authority under 41 USC §3304(a)(5) and 38 U.S. Code § 8127(c), implemented through VAAR 819.7008, which authorizes sole source awards to certified SDVOSBs. Veteran Office Design currently performs these services under an expiring contract and meets VAAR 819.7003 eligibility requirements, maintains SBA certification as of July 14, 2026, complies with NAICS 484210 size standards, and demonstrates satisfactory performance ratings from 2021 through 2026. Market research identified over 70 small businesses registered under the relevant NAICS code, including 12 SDVOSBs and 15 verified SDVOSBs through GSA schedules, indicating available competition; however, the 60-90 day procurement lead time for a competitive award would exceed time remaining before the current contract expires, necessitating the sole source approach to prevent service lapse affecting patient care and ongoing facility projects.
