About this file

This is a Sole Source Justification for a 12-month task order extension under the GSA Federal Supply Schedule (FSS) program.

The National Nuclear Security Administration (NNSA) Office of Secure Transportation (OST) is extending logistics support services with Innovative Technology Partnerships (ITP), LLC through Task Order No. 90233120FNA400264 under GSA MAS Contract No. 47QRAA18D008Z. The extension period runs from August 17, 2026 through August 16, 2027, continuing services previously awarded under the DOE/NNSA Enterprise-Wide Technical, Engineering, and Programmatic Services (TEPS II) Blanket Purchase Agreement (BPA). ITP provides critical support across six functional areas: Logistics; Personal Property Management; Firearms Management (including armorer and gunsmith support); Munitions and Armory Operations and Management; Motor Vehicle Operations; and Fleet Management. The contractor supports OST's mission of safe and secure transportation of nuclear weapons, special nuclear materials, and nuclear weapons components between production facilities using specialized ground and air transportation. Services are delivered across four operational commands: Agent Operations Western Command (Albuquerque, NM), Agent Operations Central Command (Amarillo, TX), Agent Operations Eastern Command (Oak Ridge, TN), and Training Command (Fort Chaffee Joint Maneuver Training Center, Fort Smith, AR). Specific support includes training equipment availability, firing range setup, ammunition and explosives management, firearms maintenance and inventory, and vehicle fleet operations. The sole source authority is justified under GSAM 538.7104-3(b)(1)(iii) as a logical follow-on to the competitively awarded original requirement, citing economy and efficiency benefits by maintaining continuity with cleared and trained personnel while avoiding recruitment delays and mission disruption. The Contracting Officer determined best value based on competitive pricing previously awarded and appropriate skill mix. NNSA intends to compete a longer-term follow-on requirement among small businesses. The Competition Advocate approved the justification on August 6, 2026.

IV. SOLE SOURCE AUTHORITY

Pursuant to the Revolutionary FAR Overhaul (RFO), Subpart 8.401(b), when placing an order under the Federal Supply Schedule (FSS), agencies must follow the ordering procedures established by GSA under subpart 538.71. The authority permitting this sole source justification is General Services Acquisition Manual (GSAM)1 538.7104-3(b)(1)(iii), which states, “The order should be issued on a sole source basis in the interest of economy and efficiency because it is a logical follow-on to an FSS order already issued on a competitive basis.”

The original requirement was competed among the TEPS II BPA holders and was awarded to ITP. The work that will be performed under this extension is a logical follow-on to the FSS order already in place because it is a continuation of the same services provided under Order 89233119FNA400264. ITP will continue to deliver logistics, personal property management, munitions, armory/firearms management, vehicle fleet, equipment operators, logistics planning, and administrative support at TRACOM and at the satellite training sites. ITP already has staff with the appropriate clearance levels and qualifications in place to continue to support the requirements. Having the current contractor continue to perform the requirement in the short term is in the interest of

1 Effective October 9, 2025, NNSA issued Policy Flash 2026-02, a Class Deviation, to adopt the RFO’s Model Deviation text for Part 8. RFO Part 8.4 directs agencies to follow GSA ordering procedures at subpart 538.71 when placing Federal Supply Schedule orders. As such any reference to Subpart 538.71 (GSAM) herein refers to the deviated text which can be found at https://www.acquisition.gov/fss-ordering-procedures. NNSA’s Class Deviation can be found at https://www.energy.gov/management/pf-2026-02-class-deviation-adopt-revolutionary-far-overhaul-rfo-part-8-required-sources.

Innovative Technology Partnership LLC 89233119FNA400264 P a g e | 4 economy and efficiency because utilizing a new contractor for these immediate needs would require substantial time and cost for recruitment, security clearances as applicable, extensive training on NNSA-specific procedures, and establishment of critical relationships, which could lead to unacceptable mission disruptions.

V. CONTRACTING OFFICER’S DETERMINATION OF BEST VALUE

A fair and reasonable price determination is not required for FSS products, services, or solutions at the order level or BPA level as FSS contracting pricing has been determined fair and reasonable. The Contracting Officer (CO) has determined after considering the level of effort and mix of skills needed to execute the OST Logistics Support Services requirements, and the discounts applied to published GSA Schedule prices, that the proposed Task Order extension represents the best value for OST consistent with GSAM 538.7102-2(d)(2). The CO also determined that the estimated prices of the Task Order extension is in line with the current contract prices which were competitively awarded.

VI. MARKET RESEARCH

Market research was not conducted for this action because the Government intends to issue a request for information (RFI) for the revised scope which may result in a change to the current NAICS Code 541611 – Administrative Management and General Management Consulting Services. For this short-term requirement, no other vendor would be able to immediately meet the agency’s needs without potential schedule and performance risks.

For the follow-on longer term effort, the Government has full intent to compete the revised requirement amongst capable small businesses to foster and support small business opportunities.

VII. OTHER FACTS

None

VIII. STEPS TO FOSTER COMPETITION

As discussed under paragraph VI, Acquisition Planning for the follow-on effort is ongoing. Prior to the completion of the logical follow-on services, NNSA intends to competitively solicit and award a longer-term contract for the required logistics services.
