In support of Acquisition Workforce (AWF) Strategic Plan FY19-24, the National Security Strategy, and current SECDEF and SECNAV guidance, the Government requires management consulting, technical expertise and support, and metrics analysis for (1) DoD acquisition workforce functional areas and the designated DON leads/teams for those areas (2) the

DON Office of the Director, Acquisition Talent Management (DATM). The data analytics and consulting services required is also required in support of the USD A&S Back-to-Basics (BtB) initiative – the first major reform of the defense acquisition workforce management and training framework since the early 1990’s and expected to be in place by

October 1, 2021. BtB will be a significant restructuring of the 70,000 members of the Navy and USMC Acquisition workforce and will require frequent engagement with Navy acquisition workforce leadership and community in support of implementation. A cornerstone of BtB is delegating decision making to the Services which then will require significant efforts to reshape and develop clear guidance in support of execution.

This acquisition is estimated to cost approximately $250,000.00 and is required to be in place by Sept 8, 2021.

In conclusion, the requested services represent the minimum requirements of the government.

The technical and consulting services required support a particular segment of the DON civilian and military workforce, specifically the Acquisition Workforce (AWF). The AWF policies and regulations are focused on the 70,000 members of the DON AWF, and specific to that population. Implementing the BtB initiative under the time constraints imposed by the

Office of Secretary of Defense requires working with a vendor that is already conversant in the statutes, policies, and regulations that pertain to the AWF so strategies for rebaselining entire career fields can be implemented within before the

Fiscal Year 2022 deadline. Each of the DON’s 14 current National Leads must develop a strategy and implement it to effect this change.

The contract specialist issued RFI# N481422021066 as sources sought via NECO, using the draft performance work statement to identify potential sources. Thirteen vendors responded, all of which were small businesses, including the incumbent. The customer reviewed the responses, including past performance information and capabilities statements, and identified Transformation Systems, Inc. (TSI - Women Owned Small Business), as the only source capable of satisfying the need. Furthermore, TSI was the only source that demonstrated having the minimum required experience with AWF which would allow them to deliver the minimum required services in a reasonable timeframe. Pursuant to FAR 13 .106-1

(b )(1 )(i), Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). Given the results of the Request for Information, and other market research efforts, Transformation Systems Inc. is the only reasonably available source capable of providing the required services by the required performance period.
