ERDC Control No. 21 - 2139

SOLE SOURCE JUSTIFICATION

1. Agency/Contracting Activity: Engineer Research and Development Center – Construction and Engineering Research Laboratory (EDRC – CERL)

2. Description of Action:

Nature: New Requirement Follow-On Requirement Mod to Existing Purchase Order/Contract Number

Pricing: Firm-Fixed Price Time and Materials

Funds: OMA Other Funds: Army RDT&E (21 2040)

3. Description of Supplies/Services:

a. The total estimated dollar value of the proposed action is $250,310.50

b. The Government has a requirement for a deployable, containerized Hybrid Power System rated at 200kW @ 0.8 power factor that is capable of interfacing with Advanced Medium Mobile Power Source (AMMPS) generators and non-military generators operating on both natural gas and diesel from 38-150kVA. This system will be incorporated with government-owned energy storage systems to allow for a mechanism for portable hybrid power at larger power ratings that is currently unavailable. The system will provide a universal inverter system capable of integrating a vast range of AC and DC electrical generating assets with expandable battery energy storage that can operate as a stand-alone, load management system, in support of a larger micro-grid.

The system shall be delivered to the Government for a proof of concept demonstration within 16 weeks of award to be performed at Contingency Basing Integration Training and Evaluation Center (CBITEC), Fort Leonard Wood, MO. The contractor shall travel to Fort Leonard Wood, MO during that demonstration for final commissioning prior to the demonstration. If successful, this technology will be used for portable hybrid power systems in contingency base environments, and open opportunities to new emerging technologies to support the warfighter.

4. Authority: FAR 13.106-1(b)(2)/FAR 13.501(a)

5. Reason for Authority Cited: The Moser Energy Tactical Inverter System (METIS) from

Moser Energy Systems is rated at Technology Readiness Level (TRL) 6 and is also capable of creating the necessary system to integrate with the AMMPS generators, which are the current program of record for tactical generators for the Department of Defense. Market research has found no other system with the power level capabilities specified in Section b above that has a TRL level of 6 or above and capabilities of AMMPS integration. This combination of features makes the METIS system the only one that can meet the government requirement of being available for a concept demonstration in just 16 weeks of contract award.

In addition, Moser’s experience with non-grid application for large loads makes them the only company who has experience in providing the dependable power in harsh field environments to take on this task. It is critical this standalone system can connect to the AMMPS tactical micro grid. As the lead for the Tactical Microgrid Standards (TMS) ERDC-CERL is responsible for meeting the standards defined. In order to incorporate the TMS standards for hybrid power systems to be interoperable with the Army program of record AMMPS micro grid all vendors must be willing to use open controls and Moser Energy Systems has many years of using open communications in various field applications and that experience can meet all the requirements to be TMS compliant.

6. Actions to Increase Competition: A notice of intent to sole source was posted on beta.SAM from December 30, 2020 through January 7, 2021. Go Electric provided a capability statement on January 7, 2020. This statement was reviewed by the technical team and the team requested clarification. The contracting office requested information regarding the current TRL level of the proposed product on January 9, 2020 and sent a reminder email January 19, 2020. Go Electric provided clarifications January 19, 2020 and the technical team determined that the statement that Go Electric’s system “requires ruggedization for the United States Army Purposes” reveals that the product will not work for the team’s application.

7. Market Research: The technical team has conducted extensive market research through multiple avenues to determine what options were available to meet our requirements of hybrid portable power over 200 Amps. This market research included in-depth online research of commercial off the shelf (COTS) equipment, online research of engineering companies, phone calls and site visits with industry and military experts, and review of previous contracts. This also included expert opinion from a NATO RFQ for this type of work.

Moser Energy Systems was found to be the only company capable of producing a ruggedized Hybrid Power System over 200 Amps and have the technical expertise and experience to incorporate the technology into program of record generators and the government owned energy storage system. Moser Energy Systems developed the METIS through R&D internally funded based off of ERDC successful demonstration of smaller systems, and saw they were best suited to meet the gap for larger systems over 200 amps. Market research proved that no other company has developed technology with these specific requirements and the ability to integrate with government systems. This research was completed by four ERDC-CERL employees during March – July of 2020 for a total of 80 hours (plus travel).
