About this file

This is a Sole Source (Including Brand Name) Justification document for simplified procedures for certain commercial items submitted by the Air Force Materiel Command (AFMC) at Tinker Air Force Base, Oklahoma.

The 76th Aircraft Maintenance Group (AMXG) is requesting a one-time purchase of twenty-eight (28) BA-30 Parachute Systems (Part number 11090) along with associated kits: one Loft Kit (Part number 801161), one Consumables Kit (Part number 801160), one Rigging Kit (Part number 801156), and one CYPRESS Rigging Kit (Part number AADCRPK). The acquisition is classified as an Individual Justification Type under RFO FAR Part 12.201-1 Simplified Procedures. The justification supports other than full and open competition due to Technical Order (T.O.) 14-1-1 requirements that mandate only BA-series backstyle, automatic parachutes and BA-30 systems qualify for C-17 and C-130 aircraft platforms. Butler Parachute Systems, Inc. (CAGE OD4Z, Small Business) is the sole Original Equipment Manufacturer (OEM) with exclusive proprietary rights to the BA-30 system and confirmed they have no authorized distributors. Market research using Dynamic Small Business Search (DSBS) and System of Award Management (SAM) databases identified no alternative sources capable of meeting the specific technical and safety requirements. The Contracting Officer will utilize price analysis techniques in accordance with RFO FAR 15.404-1 to ensure fair and reasonable pricing. The Government intends to continue efforts to identify additional sources of supply for subsequent acquisitions.
