About this file
This is a Justification for Single Source Awards document for the Department of Veterans Affairs, seeking BE9CS-D Microconvex Bi-Plane Ultrasound Probes for use at the Malcolm Randall VA Medical Center and Jacksonville 1 VA Outpatient Clinic's Urology Departments. The acquisition plan ID is 36C248-25-AP-0697, and the requirement falls between the micro-purchase threshold and SAT ($250K).
The justification explains that these specific probes are required because they are compatible with the existing General Electric (GE) Logiq P5, Logiq P5 Premium, and Logiq P6 Pro Ultrasound Systems currently in use at both facilities. Replacing the entire ultrasound system would not be cost-effective due to high replacement costs and training requirements. Market research indicates that two or more Service-Disabled Veteran Owned Small Businesses (SDVOSB) are capable of providing these brand-name-only probes at fair and reasonable prices. The requirement will be set aside for SDVOSBs and posted on SAM.gov. The document is signed by the Contracting Officer on 12/09/2024 and has an effective date of 11/15/2024.

2237# 573-25-1-030-0008
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The BE9CS-D Microconvex Bi-Plane Ultrasound Probes will be used in the Malcolm Randall VA Medical Center and Jacksonville 1 VA Outpatient Clinic’s Urology Departments during in-clinic procedures for ultrasound imaging of patients. The BE9CS-D Microconvex Bi-Plane Ultrasound Probe allows for the ability to provide detailed images of superficial and small organics with a wider field of view, achieving high-quality images for examinations. Estimated Procurement Value:
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The Malcom Randall VA Medical Center and Jacksonville 1 VA Outpatient Clinic’s Urology Surgery Departments currently utilize the General Electric (GE) Logiq P5, Logiq P5 Premium, Logiq P6 Pro Ultrasound System. The ultrasound system provides high-resolution imaging in a versatile, compact, and easy-to-use platform. To get the best and most accurate imaging results from the system, its important to pair them with the right ultrasound probes. The requested BE9CS-D Microconvex Bi-plane Ultrasound Probe is currently configured and compatible with the existing above stated ultrasound system; they are currently being used at both medical centers. It would not be cost effective to completely replace the GE Logiq Ultrasound System at both medical centers due to the high cost of replacing the existing system with another brand, the advanced capabilities of the existing system, and the associated training on a new system. The request is for additional GE BE9CS-D Microconvex Bi-Plane Ultrasound Probes that are currently being used.
4. Description of market research conducted and results or statement why it was not conducted:
Market research was conducted in accordance with Federal Acquisition Regulations (FAR) Part 10 and yielded a reasonable expectation to believe two (2) or more Service-Disabled Veteran Owned Samll Businesse (SDVOSB) concerns being capable of providing the BE9CS-D Microconvex Bi-Plane Ultrasound Probes at a fair and reasobable price. The requirement will be solicited Brand Name Only and set-aside to SDVOSB on SAM.gov.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
