About this file
This is a Memorandum for Record documenting a single source justification for a federal contract award.
The 60th Contracting Squadron at Travis Air Force Base intends to award directly to Fluke Electronics for a Fluke 5560A Multi-Product Calibrator with 55XXA Coil 50 under Requirement FA442726Q1024. The equipment supplies precision DC voltage (0 V to ±1020 V), DC current (0 A to ±30.2 A), AC voltage (1 mV to 1020 V), AC current (10 µA to 30.2 A), synthesized resistance, capacitance, and inductance values, and simulated outputs for calibration of various measurement devices including DMMs, analog meters, temperature measurement devices, and power quality meters. The Air Force Metrology and Calibration Program (AFMETCAL) standardized the Fluke 5560A as the direct replacement for the 5520A across the Air Force, citing mandatory measurement parameters and interoperability standards as justification. Market research confirmed no competing manufacturers produce an AFMETCAL-certified equivalent instrument. The contracting officer determined the purchase fair and reasonably priced based on historical contract data: Contract FA226324F0009 established prior pricing, while current Fluke GSA contract GS-07F-0528V pricing was used as comparison. A price increase from 2024 to 2026 is justified by high research and development costs, niche market manufacturing complexity, stringent ISO/IEC 17025 compliance and certification requirements, and long-term manufacturer support expectations. The requiring activity will monitor AFMETCAL directives for future alternative technologies or approved sources to preclude future single source awards. Contact for questions: SSgt Alexander J. DEPARTMENT OF THE AIR FORCE
60TH CONTRACTING SQUADRON
20 Month 2026
MEMORANDUM FOR RECORD
FROM: 60 CONS/PKB
60th Contracting Squadron 350 Hangar Ave. Bldg 549 Travis AFB, CA 94535-2632
SUBJECT: Single Source and Single Source Justification for Requirement # FA442726Q1024
1. The government intends to award directly to Fluke Electronics for a Fluke 5560A Multi- Product Calibrator with 55XXA Coil 50 in accordance with FAR 12.102 Restricting Competition, and 10 U.S. Code § 3204(e)(2) Elements of Justification.
a. Nature and/or description of the action being processed: The 5560A with 55XXA/Coil 50 supplies precision DC voltage from 0 V to ±1020 V, DC current from 0 A to ±30.2 A (with 55XXA/COIL 50), AC voltage from 1 mV to 1020 V, AC current from 10 µA to 30.2 A, AC waveforms include sine wave and square wave, Synthesized Resistance values from a short circuit to 1200 MΩ, Synthesized Capacitance values from 220 pF to 120 mF, Synthesized Inductance values from 12 µH to 120 H, Simulated output for 10 types of Resistance Temperature Detectors (RTDs), Simulated output for 17 types of thermocouples, and Simulated power output for the calibration of DMMs, analog meters, current and clamp meters, temperature measurement devices, process calibrators, panel meters, data and chart recorders, power and power quality meters, resistance meters, safety analyzers, Thermal Voltage Converters, etc
b. Justification for soliciting from a single source: Air Force Metrology and Calibration
Program (AFMETCAL) identified the Fluke 5560A with 55XXA/Coil 50 in Technical Orders (Tos) 33K8-4-14-1, 33K8-15-1 and other TOs – standardizing the use of the Fluke 5560A across the Air Force. No other asset is available that meets the very specific, mandatory measurement parameters and interoperability standards required for the Air Force calibration mission.
c. Efforts to obtain Competition: Market research was conducted and concluded that while other manufacturers of calibration equipment exist, none produces an instrument that is certified by AFMETCAL as the direct replacement for the 5520A. The Fluke 5560A with 55XXA Coil 50 is the only product that meets the government's minimum needs due to this mandatory standardization requirement, which is essential for compatibility, interoperability, and maintaining a consistent calibration process across the Air Force
d. Determination by the ordering activity contracting officer the purchase is priced fair and reasonable: IAW FAR 15.403-1(f)(2) the Contracting Officer has determined this purchase to be fair and reasonably priced through historical purchases or contracts. Contract # FA226324F0009 prices the 5560A W/55XXA COIL 50 at , which at the time was determined to be fair and reasonable. The cunent Fluke GSA contract# GS-07F-0528V prices the same item(s) at -· This a rice increase from 2024 to 2026 which translates to an approximate annual increase of . While this is higher than some general inflation forecasts, several factors specific to t e gh-precision test and measurement market can justify it.
(1) High Research & Development (R&D) Costs: The extreme precision of the 5560A is built on significant and ongoing R&D. It features a patented, ultra-linear analog-to-digital design to achieve its perfonnance specifications. These R&D costs are substantial for a low-volume product and are factored in its price.
(2) Niche Market and Manufacturing Complexity: The market for high-perfonnance calibrators is driven by regulated industries like aerospace, defense, electronics manufacturing, and healthcare. These are not mass-market items. The test and measurement equipment market is projected to grow at a CAGR of around 4.9% to 5.7%, indicating steady, value-driven demand.
(3) Sti·ingent Compliance and Certification: This equipment is used to ensure other devices meet sti·ict quality standards (e.g., ISO/IEC 17025, FDA, FAA). The calibrator itself must be manufactured and calibrated to the highest meti·ological standards, often including an accredited ISO 17025 calibration ce1iificate, which adds to the cost and value.
(4) Long Product Lifecycle and Suppo1i: Unlike consumer goods, industi·ial calibrators are expected to operate reliably for many years. The purchase price often includes the cost of long-te1m manufacturer suppo1i, software updates, and the availability of service and repairs.
e. Steps to preclude future single source or brand name awards: The requiring activity will monitor AFMETCAL directives and conduct market research for any new technologies or alternative sources that may be approved in the future.
f. Conti·acting officer's decision: IA W 10 U.S. Code§ 3204(e)(l) I have dete1mined that the circumstances of this conti·act action deem only a single source will satisfy the needs of the agency.
