Section B: Description of the Supplies/Services Required

The 533rd CMMXS requires the purchase of FLEXCORE. It is used for composite repair patching on our new nacelles workload.

Section C: Justification for Soliciting from a Single Source or Brand Name

HEXCEL is the only company that manufactures, sells, and distributes the items required for this repair. This was confirmed by a sole source email from HEXCEL on 6 February 2024. If the Government is unable to purchase the required material, it will result in a workload stoppage. Technical Order 202-2023-100232/B specifies the use of this specific material which is only manufactured by HEXCEL.

Section D: Efforts to Obtain Competition

There have been no efforts made to obtain competition at this time. The reason for this is that HEXCEL is the sole manufacturer, and distributor of the material that is required. There is no other entity to purchase these materials from.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

At this time, HEXCEL is the only source and only sells directly to the Government. Future market research shall continue to be conducted in order to locate additional sources for the material. However, until HEXCEL is willing to get authorized dealers, the material must be acquired through HEXCEL.

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
