About this file

This document is a Sole Source Justification (SSJ) for a brand name procurement of the LUCAS 3 Chest Compression System by the Department of Homeland Security, U.S. Secret Service (USSS), Office of Contracting. The USSS intends to award a firm fixed-price purchase order for the LUCAS 3 system, which is only available through authorized Stryker Medical resellers. The total dollar amount is undisclosed. The justification cites the LUCAS 3's unique capabilities, existing use by the agency, and compatibility with the White House Medical Unit's emergency equipment as the rationale for the sole source award. The price will be determined fair and reasonable using market research and other analysis methods.

The related federal contract opportunity is a combined synopsis/solicitation for the LUCAS 3 Chest Compression System and ancillary items, issued as a 100% small business set-aside Request for Quote (RFQ). The solicitation is restricted to Stryker Medical authorized resellers, with an anticipated 100-day delivery from award of a firm fixed-price contract.

UDO identified the LUCAS 3 as the only chest compression device meeting the agency’s needs.

Per market research efforts and discussions with USSS Medical Directors, the LUCAS 3 is recommended based on the clinical studies reviewed. The LUCAS 3 is already in use by the Washington D.C. Fire Department and the White House Medical Unit (WHMU). The WHM has procured over 20 LUCAS 3 devices and purchasing these additional four devices for the White House Complex will be consistent with WHMU’s emergency care equipment and interoperability during a resuscitation. As the LUCAS 3 is currently in use and staff has already been trained on the devices, the addition of four LUCAS 3 devices is conforming to the existing processes in place. The LUCAS 3 device itself is more portable, making it easier to store at the WHC and on vehicles. The procurement of another brand would require training of staff and additional resources. Currently, there are approximately twenty UDO personnel trained in the use of LUCAS 3. The purchase of additional LUCAS 3 devices will work in concert with existing devices owned by the WHMU. This procurement is restricted to authorized re-sellers for the LUCAS 3 Chest Compression System and ancillary items.

Compatibility to existing systems or equipment. The required supplies or service must be compatible in all aspects (form, fit, and function) with existing systems or equipment and the source is uniquely qualified to meet the requirement.

Other. Only one source is capable.

4. The anticipated price will be determined fair and reasonable based on one or more of the price analysis techniques described below in accordance with FAR Part 13.106- 3(a)(2).

Market research was conducted in July 2024. It was conducted through industry out-reach and query of government and commercial databases. Performance reviews on products found that the LUCAS 3 Chest Compression System is the only item meeting the agency’s needs.
